Transfer Station Operational Plan Marine Corps Air Station
Cherry Point, NC
September 2016
Prepared By: Nathan Arnett Solid Waste Permit Manager
Marine Corps Air Station, Cherry Point Transfer Station Operational Plan
Section 1.0 Description
The Marine Corps Air Station (MCAS) Transfer Station is located on Mocking Bird Lane which is directly off of Roosevelt Drive near the main gate. The Transfer Station receives Municipal Solid Waste (MSW) collected from the station grounds.
MSW is collected by Public Works, primarily from dumpsters located around the station (as well as roll offs) and deposited at the Transfer Station. The Transfer Station is operated by a contractor who manages the Transfer Station and transports the waste off site to the Tuscarora landfill. Painted and/or treated wood is collected in a separate area of the Transfer Station and managed by the Transfer Station operators. Approximately 4,000 tons of waste is received annually at the Transfer Station. The waste is sorted and then trucked to the Tuscarora Landfill for disposal by the contractor overseeing the Transfer Station. No savaging is permitted at this facility.
Section 2.0 Waste Received and Excluded Wastes
The following waste types will not be processed at the Transfer Station and shall be removed from the waste stream:
1. Hazardous Wastes
2. Medical Wastes
3. Used Oil and Oil Filters
4. Scrap Tires
5. White Goods
6. Wood
7. Yard Debris
8. Computer and Television Equipment
9. Scrap Metal
10. Recyclables: Aluminum cans, Plastic bottles, Cardboard
11. Any other waste type excluded by the Division of Solid Waste Management
Unauthorized waste is defined as any waste banned from disposal in North Carolina landfills per state regulations NC G.S. 130A-309.10 and 15A NCAC 13, as well as materials required to be removed from the waste stream per the MCO P5090.2A Ch.3 (Chapter 17 Solid Waste Management and Resource Recovery) and ASO 5090.13 and 5090.2A.
Wastes that are excluded from acceptance at the Transfer Station are managed under other MCAS waste programs (e.g.; Qualified Recycling Program, MCAS Cherry Point Land Clearing and Inert Debris Landfill, and Hazardous Waste Management Program). Each solid waste dumpster on the station is labeled with information to prevent dumping of prohibited materials and the dumpsters are inspected on a monthly basis to ensure that the dumpster do not contain prohibited items by the Unit’s Environmental Coordinators.
Section 3.0 Waste Screening
Personnel working at the Transfer Station must be trained to identify suspicious wastes based on visual and olfactory characteristics. It is important for all personnel to understand what the prohibited wastes are and the indicators that can be used to identify them. Operators are required to be certified as a Transfer Station Operations Specialist to comply with NC G.S.
130-A309.25. Operators are required to follow all state and federal regulations (NC G.S.
130A-309.10 and 15A NCAC 13), the Transfer Station Permit 25-10T, and shall follow guidelines outlined by the Solid Waste Association of North America (SWANA). Operators shall also comply with MCO P5090.2A Ch.3 (Chapter 17 Solid Waste Management and Resource Recovery) and ASO 5090.13 and 5090.2A. There must be at least one Transfer Station Operations Specialist operator at the transfer station grounds overseeing operations at all times while the Transfer Station is open or in use.
Routine Inspections
The Transfer Station utilizes a tipping floor for waste screening. Trucks shall tip the MSW onto the tipping floor where it is to be inspected for unauthorized wastes by the operators.
Unauthorized waste shall be removed from the waste stream (including recyclables) and sorted accordingly based on type of waste and placed in a staging area as deemed appropriate.
The Resource Conservation and Recovery Act (RCRA) requires screening for regulated hazardous waste. Whenever hazardous waste is detected, it must initially be assumed that it is regulated hazardous waste until a waste determination can be made. Hazardous waste shall be removed from the waste stream or contained in a safe manner and the operator shall notify the contract representative. Upon completion of the inspection, the waste will be pushed via a front end loader into the transfer trailer. The transfer trailer is located on the concrete pad directly under the hopper. The concrete containment pad is bermed on three sides, and is equipped with a drain. Water is routinely used at the Transfer Station for cleaning purposes, primarily for rinsing down surfaces that have come into contact with the MSW. The Transfer Station tipping floor shall be washed down at the end of each working day and no waste shall be left on the tipping room floor upon closing. Drains located around the perimeter of the tipping floor will collect the wash. The drains shall be expected at the end of each day for debris and clogs. A leachate collection system is installed with an oil-water separator, a pump station, and force main to the sanitary sewer.
Once a transfer trailer becomes full and is fully compacted, the transfer trailer is transported to the Tuscarora Landfill by the contractor. The driver provides the weight ticket to the Government for record keeping purposes. The transfer trailers are to be properly covered when transporting waste.
Generally, two to three transfer trailers of MSW are transported to the Tuscarora landfill each working day. The first MSW transfer trailer of the day typically leaves for the Tuscarora landfill prior to mid-morning, and to ensure that the last trailer reaches the Tuscarora landfill prior to closing, the last MSW transfer trailer of the day generally leaves for the Tuscarora landfill during the mid-afternoon.
Record Keeping
Documentation of inspections is required to demonstrate compliance with applicable laws and to facilitate protection of human health and the environment. All loads are to be inspected and documented with the following:
• Date and Time of the inspection
• Hauler name
• Generator (area of base serviced)
• Description of unauthorized waste identified and removed from waste stream
• Actions taken to manage waste
• Employee in charge of waste screening
Copies of records shall be provided to EAD monthly and stored accordingly on site.
Section 4.0 Hours of Operation
The Transfer Station is normally open Monday – Friday from 7:00 am to 3:30 pm. A certified Transfer Station Operations Specialist must be present during all hours of operation in order to oversee operations. Due to the nature of operations at MCAS Cherry Point (e.g.; sudden deployment, permanent change-of-stations, and after-hours military functions), a transfer trailer is staged under the hopper within the containment pad 24 hours/day, 7 days/week for emergency after hours operations use by the Public Works Department. In the event that this transfer trailer is filled during emergency operations, the transfer trailer shall remain staged under the hopper until the next morning.
Section 5.0 Access and Security Requirements
MCAS Cherry Point is a secure installation, and only authorized personnel are granted access.
Therefore, the Transfer Station is not available for use by the general public. The Transfer Station is available to station personnel for MSW and “painted and/or treated wood” which has been generated on-station. A contractor occupies the Transfer Station during normal working hours. During non-working hours the transfer station shall be closed by gate. Because of the nature of operations at MCAS Cherry Point (e.g.; sudden deployment, permanent change-of-stations, and after-hours military functions), the Transfer Station is available for use after hours by station personnel and during weekends and holidays if a Transfer Station Operations Specialist is present.
Section 6.0 Vector Control
The hopper is washed down routinely during the working day to control odors and to prevent biological hazards. The hopper and the tipping floor containment area are to be washed down at the end of every working day.
Full transfer trailers are to be sufficiently covered, the covers shall be maintained in good condition (no holes, tears, etc. ) to prevent waste from becoming wind borne, control odors, and prevent biological hazards. To ensure that waste staged after-hours is properly contained, and is therefore not an available food source for rodents, a transfer trailer is staged under the hopper within the containment pad.
Section 7.0 Wind Control
To prevent waste from becoming wind borne, MSW shall only be tipped on the tipping floor contained under the Transfer Station building. The waste is then pushed into the hopper to minimize windblown debris. The Transfer Station grounds are to be inspected each day and any scattered or blown waste is to be collected at the end of each working day and loaded into a transfer trailer by the transfer station operators.
Section 8.0 Grounds Maintenance
The transfer station grounds are to be maintained in satisfactory order. The grounds shall be mowed seasonally and the grass kept at acceptable length. Any trees near or on the hill shall be removed to maintain the structure of the facility.
Section 9.0 Compliance with Other Environmental Requirements
Transfer Station operations and maintenance activities shall comply with all applicable environmental requirements.
Section 10.0 Fire Control Policy
The Transfer Station is located at MCAS Cherry Point, and is therefore covered by three fire stations. Additionally, hose bibs, one of which is located at the top of the Transfer Station, can be utilized on small fires.
Section 11.0 Equipment
The following equipment is used by the transfer facility;
1. Transfer trailers (with compaction rams)
2. Front End Loader
3. Hose bibs with hoses
4. Telephone
Section 12.0 Signs
A sign is posted at the Transfer Station that states;
MCAS Transfer Station Permit #25-l0T No public dumping No liquid waste No hazardous waste No asbestos
Section 12.0 Stormwater Treatment and Management
A leachate collection system is installed at the transfer pad with an oil-water separator, a pump station, and force main to the sanitary sewer.
Section 13.0 Proposed Life of Facility
It is anticipated that the Transfer Station, as an essential component of the base infrastructure, will continue to operate for the life of MCAS Cherry Point.
