About this file
This document is Section L (Instructions, Conditions, and Notices to Offerors) of a Federal Acquisition Regulation (FAR) 52.212-1 commercial items solicitation for the U.S. Air Force. The solicitation seeks a single firm-fixed-price contract for a one-year base period plus four option years with a possible six-month extension. Critical notice: Funds are currently not available for this project, and no award will be made until funding becomes available. The Government reserves the right to cancel the solicitation at any time before or after the closing date with no obligation to reimburse offerors for costs incurred.
Offerors must submit two separate parts: Part I containing unit and extended prices in the Executive Summary section (SF1449 blocks 12, 17a, and 30a-c), pricing schedule (Attachment J-10), and required certifications; and Part II containing past performance information limited to no more than ten relevant contracts performed for Federal agencies or commercial customers within the past five years, with specific details including contracting officer contact information and performance compliance comments. Proposals must be electronically submitted to mary.saunders.3@us.af.mil and wanda.wilson.1@us.af.mil, and offerors must hold prices firm for 120 calendar days from the offer receipt date. Joint venture and teaming arrangements require executed agreements identifying each entity's responsibilities and contractual authorities; 8(a) joint ventures require Small Business Administration approval prior to award. The Government determined adequate price competition exists and will not require cost data unless competition is later deemed inadequate, at which point the solicitation will be cancelled. All communications, questions, and amendments will be posted to SAM.gov, and offerors are encouraged to submit written questions at least ten days prior to the RFP closing date.
