About this file
This document is a memorandum from the 87th Civil Engineer Squadron (87 CES/CEOES) to the 87th Contracting Squadron (87 CONS/LGCA) at Joint Base McGuire-Dix-Lakehurst, New Jersey, dated 11 June 2025, designating pest services as mission-essential contractor services.
The memorandum identifies that all or a portion of contractor services performed under the Pest Services contract are essential to support mission-essential functions and must be performed under all circumstances in accordance with DFARS 252.237-7023 (Continuation of Essential Contractor Services, October 2010). The specific mission-essential service requirement is to provide for the safe and continuous operations of each pest service in accordance with the performance work statement. Mission-essential functions are defined as those organizational activities that must be performed to achieve Department of Defense component missions or responsibilities as determined by the appropriate functional commander or civilian equivalent, with failure to perform or sustain these functions significantly affecting the DoD's ability to provide vital services or exercise authority, direction, and control. Anthony J. Whiting, GS-12, USAF, Chief of Service Contracts, is identified as the point of contact for questions regarding this designation.
