PART 1 - GENERAL
1.1 FACILITY OPERATIONS
A. The Salina Municipal Airport (SLN) airport traffic control tower (ATCT) facility operates 16.5 hours per day (6:45 AM to 11:15 PM), 7 days per week, 365 days per year. Unscheduled interruption of air traffic control operations can endanger the flying public, and may cause loss of life. The Contractor must exercise due diligence and extreme caution to ensure his/her work activities do not result in an unscheduled interruption of air traffic control operations, including interruption of any utility service that could negatively impact or shut down facility operations.
B. Scheduled interruptions of air traffic control operations and/or utility services are not anticipated for any facet of work included in this contract; however, the Contractor shall notify the Contracting Officer (CO) and Contracting Officer’s Representative (COR) of any potential interruptions of air traffic control operations or utility services.
Coordination and approval of a scheduled interruptions may take up to 14 calendar days; therefore, the Contractor shall submit notification(s) during the preconstruction meeting, or as soon as the need becomes known.
C. Peak air traffic control volumes vary from day to day during the week. Any work that has the potential to impact air traffic control operations during peak volumes must be coordinated with Air Traffic through the COR, and may have to be delayed until lower air traffic volumes are encountered. FAA Air Traffic will make the final determination.
D. Because this contract work will be conducted in close proximity to the control cab, operational risk management (ORM) procedures will be implemented to reduce the risk of negatively impacting the SLN ATCT air traffic operation. See paragraph 1.17 of this specification section for more information.
1.2 COORDINATION OF WORK
A. Contractor shall plan and execute all facets of the work in this contract to ensure the
ATCT building materials, contents, and occupants are protected from all elements of the weather at all times. Building materials include drywall, insulation, paint, carpet, window sills, etc. Building contents include electronics equipment, equipment consoles, desks, chairs, tables, and other office furniture as well as computers and other electronic equipment.
B. Extra care shall be taken to ensure adequate weather protection measures are implemented at the end of each work shift. Weather protection measures shall be capable of withstanding windy conditions without loosening or allowing leaks. No tarps or temporary protections shall be left in-place over a weekend unless work
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 2
activities will continue through the weekend. Damage to the building interior (building materials, contents, finishes, etc.) shall be corrected immediately by the Contractor at no additional expense to the Government. If minor water infiltration occurs, all materials/items shall be immediately dried, and additional precautions and measures shall be implemented by the Contractor to prevent future impacts. Depending upon the severity of the infiltration, the Contractor may be required to completely and immediately remove wet building materials, dry the area, and restore it to its original condition before mold growth begins. The FAA COR will determine if removals are required, and the extent of the restoration work. The Contractor shall begin the removal and restoration work immediately and complete it within 72 hours at no additional cost to the FAA.
C. If a leak develops while the contractor is not on-site, the contractor shall correct the faulty weather protection measures, and begin drying procedures inside the building within 2 hours of the first notification by FAA.
D. Removal and replacement of building sealants shall be staged by the Contractor such that building materials, finishes, contents, and electronics equipment are not at risk of becoming damaged by rain water entering the structure. All old sealants shall be completely removed. Paint/sealer coatings shall be applied as required, allowed to cure, and then new sealant shall be installed. Do not apply paint/sealer over sealant.
E. FAA will provide a technical resource to temporarily disconnect cables from the existing antennas on the cab roof. The FAA resource will re-connect the antennas when roofing work is complete, or when it has progressed to an acceptable level. The contractor shall be responsible for temporily removing all surface-mounted items (conduits, boxes, disconnect switch, AC unit, etc.) including metal flashings as needed to complete the removal and re-installation of the roof systems.
1.3 SECURITY REQUIREMENTS
A. There is no security fence surrounding the ATCT building so contractor parking will be in the existing lot east of the ATCT. Coordinate with the local FAA personnel and FAA COR for the number of parking spaces needed.
B. Access into the building will be through locked doors (no card reader/PIV system).
Coordinate with the FAA COR for entry into the building. All contractor employees must be escorted throughout the entire facility. Work activities and break times should be coordinated to reduce the escorting requirements to the extent feasible.
1.4 CONTRACTOR’S USE OF PREMISES
A. Contractor shall confine all operations, activities, storage of materials and employee parking within the areas depicted on the contract drawings, or as designated by the COR. Material lay-down areas will need to be determined by the Contractor and
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 3
coordinated with the COR. Although unlikely, additional space may be obtained off site by the Contractor via coordination with the Salina Airport Authority.
1. Access: Access for the Contractor, sub-contractors, delivery vehicles, etc., shall be via existing airport streets.
2. Clear Access: Access to the FAA parking lot shall be kept unobstructed. If temporary access obstruction is unavoidable, the Contractor shall advise the COR immediately.
3. Vehicle Capacity: Vehicles transporting materials shall not be loaded beyond the capacity prescribed by Federal, State or Local law.
4. Obstructions: Obstruction of existing roadways, driveways, parking lots, etc., to the surrounding businesses or buildings is strictly prohibited.
B. The Contractor shall assume full responsibility for the protection and safekeeping of products, materials, tools, and equipment stored on the site. If lockable storage containers are deployed to the site, use wood blocking/skids to protect concrete paving.
C. Site Maintenance: The Contractor and its subcontractors shall maintain the job site in a neat and orderly condition - this includes the daily removal of rubbish, waste, tools, equipment, and materials not required for the work in progress. Preventative measures shall be employed to ensue materials/debris are not blown off the site.
1.5 GOVERNMENT USE AND ACCESS TO PREMISES
A. FAA personnel will occupy the buildings during the entire construction period. All facilities must remain operational with no service disruptions of any kind for any reason. The Contractor shall cooperate with FAA during construction operations to minimize conflicts and facilitate FAA usage. Work that will impact or interfere with FAA's day-to-day operations shall be fully coordinated in advance. Maintain existing exits at all times.
B. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from FAA and authorities having jurisdiction.
C. The Government reserves the right to enter the premises during the term of the contract for periodic work inspections. The Contractor shall allow the COR complete access to all portions of the work.
1.6 WORK ON ADJACENT PROPERTIES
A. The contractor may need to utilize adjacent airport property to set up a temporary crane.
Coordinate with the Salina Airport Authority for authorization to use the adjacent property. The contractor is responsible for completing and submitting an airspace study (Form 7460-1) for their temporary crane. Airspace studies can take several weeks from submission to obtain approval/direction for obstruction lighting and/or flags. If a crane
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 4
will be utilized to lift materials onto (or off of) the control cab roof and walkway, it is recommended that the contractor complete the Form 7460-1 as soon as possible. The 7460-1 form can be completed on-line at the following URL:
https://oeaaa.faa.gov
FAA can provide guidance if necessary. Make assistance requests through the FAA Contracting Officer (CO) or Contracting Officers Representative (COR).

1.10 WORK RESTRICTIONS
A. Nonsmoking Buildings: Smoking is not permitted within any FAA building or within 25 feet of entrances, operable windows, or outdoor air intakes. This includes electronic cigarette devices. Smoking on the cab roof or walkway is prohibited.
B. Moratorium Dates: The FAA has established moratorium dates for maintenance and construction activities that have the potential to adversely impact FAA air traffic operations at critical facilities during the busiest travel times of the year. No construction will be allowed during the moratorium periods. Moratorium dates may change without notice. The estimated moratorium dates for any year are generally described as follows (exact dates/times will be provided if necessary for this project):
1. Thanksgiving Moratorium: Begins 4:00 pm local time (00:00:00 Zulu) the Friday before Thanksgiving Day, and ends at midnight local time (08:00:00 Zulu) the Sunday after Thanksgiving Day.
2. Christmas/New Year’s Moratorium: Begins 4:00 pm local time (00:00:00 Zulu) two Fridays befor Christmas Day, and ends at midnight local time (08:00:00 Zulu) on the day after New Year’s.
All construction activities during moratorium periods must cease unless specifically approved in advance by the FAA. Submit potential items of work to be performed during moratorium dates no later than forty-five (45) days prior to the moratorium start dates. Activities that have, in the sole opinion of the FAA, the potential to negatively impact FAA operations will not be approved. If approved, a written waiver will be provided by FAA to the Contractor outlining the allowable work items. Only those work items approved in writing shall be accomplished during the moratorium period.
For scheduling purposes, the Contractor shall assume that no construction will be allowed during the moratorium periods identified above. No additional time or cost will be allowed for such denial.
1.11 PERMITS AND FEES
A. No permits/fees are anticipated for this work by either the City of Salina, KS or the Salina Municipal Airport Authority; however, the Contractor is responsible for verifying. Compliance is required with the conditions of all permits that have been

B. Contractor is responsible for paying all charges associated with temporary utilities. For this project, the contractor can coordinate with the COR for access to electrical receptacles for corded hand tools. The contractor shall supply and maintain their own extension cords.
C. Contractor is responsible for obtaining approval for providing details in a timely fashion to obtain Air Space evaluations.
1. Air Space – All temporary work, including cranes, must comply with FAA Air Space requirements. Obtaining permit may take 90 days.
1.12 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
A. General - This section specifies the procedure for the determination of time extensions for unusually severe weather in accordance with contract clause “Default (Fixed Price Construction).” In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
1. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
2. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without fault or negligence of the contractor.
3. Since rain/storms during the execution of this project have the potential to negatively impact the ATCT control cab, cab equipment, and cab occupants, no work shall be scheduled until the weather forecast is clear.
B. Adverse Weather
1. A schedule of monthly anticipated adverse weather delays based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location will constitute the baseline for monthly weather time evaluations. The contractor’s schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
C. Weather Records
1. Upon acknowledgement of the NTP and continuing through the contract, the contractor will record daily, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delays must prevent work on critical activities (on the critical path) for 50 percent or more of the contractor’s scheduled workday.
D. Actual Adverse Weather Delay Days
1. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 7
calculated chronologically from the first to the last day of each month, and be recorded in full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in 1.12.B.1 above, the contracting officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather workdays, and issue a modification in accordance with the contract clause entitled “Default (Fixed Price Construction).”
1.13 UNDERGROUND UTILITIES AND CABLES
A. Protection of Existing Utilities and Cables
1. The location of existing utility lines, utility structures and underground cables as may be shown on the drawings, are approximate. All underground cables, utilities, ductbanks, and manholes shall be protected from any damage during the entire contract duration - including operation of heavy equipment over the underground utility lines/cables/etc.
2. While no trenching or excavating is anticipated for this project, the Contractor shall notify Dig Safe, and use whatever means necessary to locate existing utilities, cables, pipes, or ducts prior to any trenching or excavating activities.
3. After locating has been completed, the Contractor shall stake or otherwise mark all utility or cable crossings, and shall exercise extreme care if excavation is necessary or equipment must be operated in these areas.
4. The Contractor shall immediately repair any damage done by the Contractor, subcontractors, or suppliers to utilities, structures, or cables within the work area.
If the Contractor damages any existing utility lines or cable, notify the COR immediately, and the Contractor shall repair the damaged utility line by replacing the damaged portion to the nearest joint, or as advised by the COR.
1.14 UTILITY OUTAGES
A. Scheduled utility outages are not anticipated for any of the work included in this contract; however, if needed, the Contractor shall coordinate utility outages with the utility company, FAA, Salina Airport Authority, and all affected tenants in the area near construction. The FAA Contracting Officer, FAA COR, and airport authority shall be notified at least 14 days in advance of the planned outage. The Contractor shall provide an operations plan for utility outages that details sequence of shutdown, construction, startup, and the time period of the outage.
B. Unscheduled utility outages can adversely impact air traffic and airport operations, and could result in flight delays, risks to the flying public, or even loss of life. The Contractor shall conduct his/her work in a manner that will not result in unscheduled utility outages. If an unscheduled outage occurs, notify the COR immediately. The Contractor shall work with all entities necessary to ensure the affected utility is restored as quickly as possible, and at no cost to the Government.
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 8
1.15 AIRPORT PROPERTY ACCESS
A. A crane, if needed, may require access to the secured airport operations area (AOA).
Early and thorough coordination by the Contractor with the FAA and the Salina Airport Authority is required. Acquiring authorization to access the AOA may take several weeks, and the process should be started as early as possible after contract award.
B. The west side of the Salina ATCT and Base Building facility abuts the AOA. No contractor employees are allowed on the AOA without proper training and badges.
Driving vehicles on the AOA without training and badges is also prohibited. The Salina Airport Authority may be able to provide escort services for short-term access to the AOA if necessary. The Contractor shall take all necessary precautions to ensure construction materials/debris do not blow onto the AOA and potentially impact aircraft.
1.16 SPECIAL REQUIREMENTS FOR AIRPORT WORK
A. Equipment over Thirty Feet High: For cranes, hoists, lifts, or equipment over thirty
(30) feet in height, the Contractor shall:
1. Submittal: A detailed plan and schedule for any work involving equipment over thirty feet high shall be submitted at the Pre-Construction Meeting for approval.
After approval, the Contractor is responsible for all airspace notification (FAA Form 7460-1), as well as the management and marking of all machinery and/or equipment which may impact the flight procedures at the Airport.
2. If deviation from the approved high-equipment plan is required, delays for obtaining additional required approvals shall not be cause for extension of the Contract time.
3. Marking: The Contractor shall provide international orange and white checkered obstruction flags and flashing red obstruction lights, on the highest part of any equipment or machinery that extends, at any time, above 30 vertical feet above ground elevation. Also, comply with specific requirements of the airspace (FAA Form 7460-1) determination.
4. The crane for setting the materials in place shall be not more than 120 feet high, unless approvals are obtained, and written permission is provided by the COR.
B. Tall Equipment: As described above, when the construction progress is such that large equipment and tall cranes are required, this equipment shall be marked with international orange and white obstruction flags and flashing red obstruction lights, and the work shall only be performed at the project site, after the following items are satisfied:
1. "VISUAL FLIGHT RULES": Visual flight rules (VFR) conditions must prevail as determined by local FAA airport traffic controllers and/or airport operating personnel. Local weather and lighting conditions can change quickly; the Contractor shall fully coordinate the work with local FAA airport traffic controllers through the COR.
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 9
2. "NOTAMS": A "NOTICE TO AIRMEN" (NOTAM) concerning the construction has been requested by the Contractor and issued by local FAA airport traffic controllers and/or Airport authority.
3. Coordination: Work involving large equipment and tall cranes shall be discussed in depth during the preconstruction conference. Contractor is responsible for completion of all airspace notification (FAA Form 7460-1) and management and marking of all machinery and/or equipment which may impact the flight procedures at the Airport.
4. Contractor Access: Contractor personnel will be restricted to the project construction areas within the ATCT site.
1.17 OPERATIONAL RISK MANAGEMENT
A. General statement: Performing construction activities at an operational FAA facility can pose potential risks to the National Airspace System (NAS), air traffic control, and the flying public. Depending upon the severity of the impact(s), air traffic delays on a national scale can occur rather quickly. The ripple effect of those delays on the airline industry, traveling public, and the FAA can have serious financial implications, and must be avoided whenever possible. Effective communication between the Contractor, his/her subcontractors, and FAA will be a vital tool to help mitigate or eliminate operational risk to the NAS throughout the entire construction contract.
1. The Contractor shall be required to attend a preconstruction conference with the
COR, Contracting Officer, FAA field personnel, the Salina Airport Authority, and other airport representatives to ensure he/she fully understands the operating and communication procedures that must be met to conduct the work under this contract.
2. Daily, on-site meetings between the Contractor, subcontractors, and the COR will be required to ensure all parties understand the planned work for the day, what potential risks are associated with those work activities, and how to effectively respond if an emergency or incident occurs.
B. Contractor and work activities have the potential to adversely impact air traffic operations in many different ways; therefore, consideration must be given to virtually every facet of work before it is performed to ensure risks have been considered and properly mitigated. Work plans, schedules, timing, construction materials, and tool selection are just a few examples of daily decisions that must be considered, coordinated, and vetted in advance. There is no reasonable method to identify all potential issues that could cause operational risks for any given work activity; however, a few of the more common issues have been documented below:
1. It is anticipated the Contractor will utilize a crane to lift materials and equipment on/off the cab roof and walkway. The Contractor is responsible for installing, operating, and maintaining the crane in accordance with all Federal, State, and local laws/requirements. Lift plans shall be submitted to the COR for review.
a. The boom of the crane can adversely impact or obstruct the view of air traffic controllers to aircraft movement areas on the airport. Such impacts
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 10
or obstructions are not allowed, and the Contractor will be required to make all necessary adjustments to ensure the controllers have unobstructed views to all aircraft movement areas of the airport and final approaches.
b. If obstructions are unavoidable, further coordination with the air traffic controllers (through the COR) will be required to ensure the work is performed at off-peak aircraft movement hours so airport operations are not adversely impacted.
2. Noise and/or vibrations in the vicinity of the control cab of the ATCT may disrupt air traffic control operations. If Contractor activities are anticipated to generate noise/vibrations, the work will need to be coordinated with the air traffic controllers through the COR. The work can commence; however, if it impacts air traffic operations or prevents effective communication between controllers and pilots, the work will need to stop immediately and be rescheduled for off-peak air traffic hours.
a. Weekend work, if needed – the contract performance time is based on calendar days; therefore, mandatory weekend work will not be a justification for an extension of the contract performance time, or an increase of general conditions cost.
3. Fumes resulting from the use of construction materials (adhesives, cleaners, etc.)
that migrate into the cab can render the space unusable until the fumes have cleared. Selecting low-VOC products may help reduce the overall impacts and allow construction activities to continue through normal work hours. Submit product samples for odor testing prior to application if there is any concern that the product may produce offensive fumes.
4. The control cab and building envelope shall be protected from the exterior elements when peforming demolition work and until new roofing systems are complete. Take precautions to ensure the weather/elements do not enter the building.
5. Cover/protect smoke detectors in work areas to prevent contamination from dust/dirt/debris during all demolition and construction activities. Failure to cover/protect smoke detectors may result in false alarms that cause facility personnel to evacuate the premises and result in loss of air traffic control.
6. The cab roof is only accessible via a pull-down stair and roof hatch in the center of the control cab. The Contractor must coordinate all roof access and work activities with the air traffic controllers through the COR. The hatch shall remain closed to the extent possible to keep the weather out, prevent fumes/dust/etc. from entering the cab, and prevent the loss of heating/cooling from the cab.
7. Unscheduled interruptions of utility services, especially power, can have detrimental effects on air traffic control operations. Fully coordinate any and all Contractor activities that have the potential to impact electrical circuits or panelboards within the facility even if the work is not power related. Lock-out-tag-out procedures shall be employed for impacted electrical circuits.
C. Risk Register: The COR will maintain an operational risk register throughout the construction phase. Operational risk is an activity, or group of activities, that could
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 11
cause any disruption to air traffic operations. Before any construction begins, the Contractor’s primary team members will hold a risk identification meeting with the COR and other FAA team members to identify activities posing operational risks and the mitigations that will be used to reduce the likelihood and impact of the activity.
Updates to the risk register shall be made throughout the project as new risks are identified. Risk register reviews will occur at the daily meeting before work commences and at the weekly meetings.
1.18 MOLD CONTAMINATION
A. General statement: The presence of mold, or the potential of mold growth, within an FAA facility is a serious concern. Potential exposure of the building occupants and/or FAA employees will require immediate action by the Contractor. While no mold was observed during the site surveys associated with this project, the Contractor must remain vigilant throughout the entire construction contract and report immediately to the COR if mold is found or suspected anywhere within the work areas.
B. Existing Mold: There is a possibility that latent mold growth is present within the SLN ATCT. If, during the normal execution of the work under this contract, the Contractor discovers or uncovers mold or suspected mold growth, work activities shall be stopped, the COR shall be notified immediately.
1. Once notified, FAA will initiate testing procedures to determine the type and extent of mold contamination. If confirmed, FAA will likely initiate a contract modification (change order) to remediate the contamination. The requirements and details for the remediation process will be outlined as part of the modification documents so the work can be appropriately priced by the Contractor.
2. The Contractor’s activities in the vicinity of the mold contamination will likely be restricted until remediation work has been completed and the area has been cleared.
C. Wet Building Materials: During the execution of the work under this contract, if building materials become wet as a result of Contractor activities, failed or inadequate weather protection, or any other reason, work activities in the vicinity shall be stopped.
The COR shall be notified immediately. The Contractor shall comply with the following at no additional cost to the Government:
1. Thermal cameras and moisture meters shall be used to determine the full extent of the water damage. If/when cooler temperatures are depicted on the thermal camera, a moisture meter shall be used to test the material. A moisture reading above 12% will be considered the action level threshold.
a. If moisture readings are above the action level threshold, the construction materials shall be completely removed by the Contractor a minimum of 12 inches beyond the extent of the wet limits. Removal of wet materials MUST occur within 48 hours of initial contamination. Once the wet materials are removed, the surrounding areas shall be fully dried, and restored to their original condition.
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 00 08 22 - 12
b. If moisture readings are above the action level threshold, but the wet materials cannot be, or are not, removed within 48 hours of initial contamination, it will be assumed that mold growth has initiated. In this case, the Contractor will be required to seal the area and employ negative air machines to prevent spores from migrating into adjacent spaces. Air sampling may be required to determine whether or not mold spores are present.
c. If moisture readings are below the action threshold, the Contractor shall completely dry the entire area to the satisfaction of the COR before resuming construction activities.
2. If remediation work is required, the Contractor shall arrange and pay for air sampling to clear the area before the containment barriers are removed.
