STATEMENT OF WORK
Weed Control Services
Chemically Controlled Vegetation Management
For Kansas City District
1. Work Summary
The Contractor shall provide all labor, materials, services, equipment, supervision, and insurance required to sterilize (Herbicide) the soil in the areas specified in attached area charts with one solid application to bare ground and three touch-ups to bare ground per contract year. All applications will have greater than 90% kill rate within 30 days of application. If the application does not achieve greater than 90% kill rate, then the Contractor will reapply application at no cost to Government and this application will not count against the required touch-ups. Solid application and three touch-ups will be timely spaced during growing season with Solid application in February/March timeframe, or as stated on the site specific Statement of Work. The Contractor shall be responsible for using materials and procedures that comply with local, state, and federal regulations.
2. Working Hours
All work shall be performed between normal business hours of 7:00 AM to 3:30 PM, or as stated on the site specific SOW, on weekdays, excluding Federal Holidays.
3. Contractor’s Responsibilities
The Contractor will provide at least three (3) days’ notice of when application is to be performed so FAA personnel can escort them.
4. Property Damage
The Contractor shall take all precautions to avoid damage to Government property. Any damage to Government Property by the Contractor shall be repaired by the Contractor to its original state or better condition at no expense to the Government.

5. Working Conditions The Contractor shall take all precautions necessary to ensure no disruption of service at the facilities.
6. Cleanup
The Contractor shall maintain the site in a clean and safe condition at all times.
Upon completion of each application, the Contractor will remove all debris and waste materials from the site and dispose of them properly. The entire area shall be left clean and acceptable to the Government.
7. Work to be accomplished
Provide emergent and pre-emergent herbicides as necessary for the scheduled weed/grass control to include Johnson grass, foxtail, and kochia.
1. On plot and roads (gravel, rock and bare ground), a combination knockdown/sterilant shall be used on the initial application for total vegetation control. If re-treatment is necessary, knockdown only control may be used.
2. On grassy areas of roadsides and plots that have a broadleaf weed problem, an approved selective broadleaf killer shall be used. Included in this application a growth retardant or regulator shall be used on all areas treated for broadleaf.
3. Kochia should be treated during pre-emergent application with Atrazine at 32 oz/a plus
Valor at 2 oz/a rate. If regrowth is an issue spray Sharpen at 2 oz/a rate with 2,4-D at 16 oz/a plus MSO. Use at least 15 gallons of spray solution per acre after plants have been mowed down and have had two weeks growth.
4. Provide the July re-treatment at any and/or all sites where there was not effective control as determined by the contracting officer at no additional cost to the FAA.
8. General Requirements
1. Herbicides shall be applied in favorable weather and soil conditions.
2. Every precaution shall be taken to prevent drift of chemicals onto desired plantings and crops. Contractor assumes all responsibility for damages caused by overspray, drift or otherwise improper application or use of chemicals.
3. All damages to public and private property, facilities, plots or roadways caused by the contractor shall be repaired to the satisfaction of the point of contact listed, and/or Contracting Officer at the contractor’s expense. The methods and time period for repairs shall be coordinated with the point of contact and/or designated individuals within 10 days after notification of damage.
4. During wet/muddy conditions, extra care shall be taken to keep foreign debris, i.e., rocks and mud, from driveways. The Contractor shall be responsible for the immediate cleanup of any debris caused by his/her operations.
9. Materials, Methods and Equipment
1. The contractor will be responsible for selecting the proper herbicides for the scheduled vegetation control. The Contractor shall submit for review a schedule of the proposed herbicides prior to start of work at each facility. The submittal shall include manufacturer’s technical data with safety precautions, Contractor’s methods of application for each type of control and rate or application. Herbicides to be used shall be nonflammable, noncorrosive, low in toxicity and compatible with the region’s soil and climate. Any changes in herbicides from those listed in the original submittal shall be submitted in writing to the Contracting Officer. Restricted chemicals shall not be used.
2. Equipment used shall be in good working conditions and shall be of the proper size and type for the application intended. Motorized equipment shall be used in areas greater than 500 square feet. In areas less than 500 square feet and in congested areas, other conventional equipment may be used. The FAA reserves the right to inspect the Contractor’s equipment prior to award of the contract and any other time during the contract.
3. Herbicides shall be applied in accordance with the manufacturer’s “Directions for Use” on the herbicide container. Contractor will provide the water necessary for the mixing of the chemical for the spraying process.
4. Spray pattern indicator dye shall be used to temporarily mark the areas that have been sprayed.
10. Coordination/Scheduling
The Contractor shall submit a proposed schedule of work to the point of contact and/or designated individual, listing the facilities and approximate dates for chemical treatment.
All work shall be coordinated with the point of contact and/or designated individual and scheduled to be completed Monday through Friday between the hours of 7:00am and 3:30pm. Due to security and critical nature of FAA facilities, a FAA representative will accompany the applicator. Local points of contact are listed below. The Contractor will give the local FAA representative a minimum of three (3) days prior to application date.
11. Contractor Identification
The Contractor’s vehicle(s) must be clearly marked with the Contractor’s name for identification purposes. The Contractor shall obtain employee identification as required by the airport authority when working on airport premises.
12. Guarantee
The contractor shall guarantee total vegetation control as scheduled in the areas treated for the designated contract period. If re-treatment is determined to be necessary by the point of contact and /or Contracting Officer, the Contractor will do so within 10 days of notification at no additional charge. Re-treatment would be coordinated such that all sites could be treated with a single trip to the local geographic area.
13. Safety
The Contractor shall comply with all OSHA, EPA, State and local Airport Authority requirements and regulations as well as manufacturers’ recommendations regarding employee training, chemical application methods, equipment, vehicles, cleaning or equipment, and disposal of chemicals.
1. Eye Protection- Wear chemical splash goggles during mixing/pouring operations or other activities in which eye contact with undiluted herbicide is likely to occur.
2. Skin Protection- In cases in which prolonged or repeated skin contact with herbicide may occur, long sleeved shirts, long pants and chemical protective (e.g., rubber) gloves are recommended.
3. Respiratory Protection- Respiratory protection should not be required for normal use and handling. During periods of abnormal exposure to heavy spray or mist, use of HIOSH/MSHA approved equipment for pesticide vapor/mist is recommended.
All pesticides/control shall be applied in accordance with EPA and State of Missouri and State of Kansas regulations. Only trained and State licensed individuals shall apply these materials. In addition, one (1) copy of the material safety data sheets per chemical (MSDS) shall be provided to the listed point of contact, to be retained at each facility.

A. Kansas City ARTCC

Maintenance /services contractor employees are required to be escorted while in an FAA facility and/or on FAA property.
Vegetation control/weed control services are required at the ZKC ARTCC facility, with square footage provided on the attached spreadsheet.

“as needed” basis at a predetermined price in accordance with the contractor’s bid. Initial treatment shall be applied with 45 days from March 15, weather conditions permitting and a second treatment shall be applied within 15 days of July 31st. Re-treatments will be made at no additional charge.

This is for once a year vegetation control at the Kansas City International Airport (MCI), 4
International Square, Kansas City, MO 64153 System Support Center and outlying facilities. This consists of approximately 447,784 square feet of area for MCI.
Weed control is required to eliminate seasonal weeds. Re-treatments will be made at no additional charge.
All herbicides will be EPA approved, safe and non-toxic to mammals, non-corrosive, and nonflammable. All personnel who apply herbicides will be state trained and licensed. Work shall include labor, equipment, chemicals, insurance, state and local licensing.
All work shall be coordinated through/with Craig Mauk, MCI SSC Manager at 816-329-2780 for
MCI and facilities.
All contractor employees must be escorted while at the facilities.
