About this file
This document is a Statement of Work (SOW) for the corrective maintenance, replacement, and installation of water softener units at the Fermi National Accelerator Laboratory site. The SOW outlines the requirements for a subcontractor to perform this work, including providing all labor, materials, and supervision necessary. The subcontractor will be responsible for diagnosing issues, providing quotes, ordering parts, and completing repairs or replacements as needed. The SOW also covers the installation of new water softener units at locations determined by the Fermi Research Alliance (FRA). The contract period is a 2-year base with a 2-year option period.
The related federal contract opportunity is a solicitation for an Annual Water Softener Service Repairs and Replacements contract. FRA is seeking to establish a 4-year Service Time and Material Contract, with a base 2-year and 2-year option period, on a Lowest Price Technically Acceptable (LPTA) basis. The successful offeror must demonstrate the capabilities and resources to perform the required corrective maintenance, replacement, and installation of water softener units.

J- 1 Water Soener Statement of Work
Title: Correcve Maintenance, Replacement, and Installaon of Site Water Soeners
1. Background: All domesc water at the Fermi Naonal Accelerator Laboratory (Fermilab) site is supplied by the City of Warrenville. The domesc water then travels through nearly 21 miles of piping to reach its eventual desnaon. The result is “hard” water that requires treatment by water soening units installed throughout the Fermilab property. A total of thirty-two (32) water soeners (see Atachment 1, Water Soener Locaons) are installed at mulple locaons to assist in soening the water to prepare it for a variety of applicaons.
So water is important to certain buildings and laboratories as it is used for humidifiers and cooling for computer centers. Hard water can calcify and clog orifices, causing damage to computer banks. So water is also required for various processes in experiments, loop systems, regeneraon for LCW applicaons, and dish washing.
Preventave maintenance is performed by Fermi Research Alliance (FRA) site mechanics.
Correcve maintenance and/or replacement of these units is beyond the scope of site maintenance’s experse. FRA is in need of a subcontractor to be responsible for all correcve maintenance and/or replacement of the site’s water soener units as the needs are idenfied. The subcontractor would also perform installaon of new units in locaons determined appropriate by FRA.
2. Scope of Work
2.1. All work will be scheduled by FRA contacng the Subcontractor to set an agreeable me and date.
2.2. All work will be performed at the Fermilab site in Batavia, Illinois.
2.3. The subcontractor shall provide all labor, material, and supervision necessary to perform correcve maintenance and replacement of all water soener units at the Fermilab site (see Atachment 1, Water Soener Locaons).
2.3.1. Examples of correcve maintenance may include: broken / cracked tubes, malfunconing tank float, replacement or repair of check valves, repair of damage to external soener body, repair or replacement of flow valves, failure of electronic flowmeter or other electronic parts, and other maintenance items outside of the technical ability of in house maintenance technicians as determined by FRA.
2.3.2. Subcontractor will perform an inspecon to diagnose issues and provide a quote prior to ordering parts and materials needed for repair.
2.4. The subcontractor shall provide all labor, material, and supervision necessary to perform installaon of new water soener units as directed by FRA.
2.5. Subcontractor will replace water soener units when they cannot be repaired.
J- 1 Water Soener Statement of Work
2.5.1. Replacement may be required due to end of life, gross failure of a unit, or when correcve maintenance costs would exceed the costs of a new unit.
2.5.2. Subcontractor will perform an inspecon to diagnose issues and provide a quote prior to ordering parts and materials needed for replacement.
2.6. Subcontractor procure and install new water soener units at new locaons at Fermilab when requested by FRA personnel.
2.6.1. Subcontractor will provide a quote prior to ordering parts and materials needed for installaon of new units.
3. Site Access
3.1. Subcontractor will need to meet FRA requirements to obtain a site access badge. These requirements include:
3.1.1. Possessing a Real ID or equivalent to access the site.
3.1.2. Compleng all required training modules.
3.2. Technicians must check in at the ISD Facilies Management Operaon Office / Shop prior to starng a task and again aer task is complete.
4. Availability
4.1. All work is scheduled with the subcontractor.
4.2. There are certain locaons at Fermilab that will need to be scheduled dependent on the Lab’s operaonal status and availability.
4.3. Work that affects compung areas requires permission from each perspecve building manager or area facility manager.
5. Government Furnished Property
5.1. None.
6. Esmated duraon:
6.1. This contract period is two (2) year base and two (2 ) year opon period.
