About this file

This document is the Exhibit II Pricing Evaluation Page for a federal contract opportunity to provide annual water softener service, repairs, and replacements.

The contract is a 4-year Time & Materials contract with a 2-year base period and two 1-year option periods. The scope includes corrective maintenance, replacement, and installation of site water softeners. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with offerors evaluated as either technically acceptable or unacceptable. The solicitation provides pricing tables for the base and option periods, including estimated labor hours and hourly rates for a Working Foreman and Plumbing Journeyman. No material markup is allowed, and the contractor must provide necessary equipment as tools of the trade. The total evaluated cost for the 4-year contract period is required to be provided.

The following schedules of estimated number of man-hours of labor requirements will be used solely for the purpose of evaluation. The estimated number of man-hours for the labor requirement time is not to be construed by the Proposer as a FRA guarantee of this total.

Proposer shall fill in the blanks. For establishing T&M Billing Rates, it is assumed that there will be a need for a Working Foreman to supervise the tradesmen employed under the Service Contract Act Subcontract. A Supervisory Foreman will only be requested when the total number of tradesmen employed under the two Subcontracts so warrant. T&M Workload and FRA's directives shall determine the level of supervision for the journeymen on the project.

Price adjustments for the Service Contract Act subcontract shall be administered in accordance with the attached FRA Services Subcontract Terms and Conditions. Please pay close attention to Articles 140*40, “Service Contract Act of 1965, As Amended” and 15, “Fair Labor Standards Act And Service Contract Act – Price Adjustment.”

The Service Contract is subject to area prevailing wage determinations and collective bargaining agreements. As collective bargaining agreements take precedent over prevailing wage determinations, annual subcontract unit price rates will be adjusted to reflect changes in applicable wages and fringe benefits but shall not otherwise include any additional amount for general and administrative costs, overhead, or profit. The annual adjustment shall be applied to the hourly wage rate as agreed upon for the Service Contract Act subcontract.
