DOD EMALL operates on a folder filing system referred to as "Taxonomy". Taxonomy 1, 2, and 3 provide a breakdown of the filing system.

Store (Taxonomy 1)

Represents NAVFAC's folder, and is the highest level of taxonomy classification. In NAVFAC catalogs, this column should always be set as “NAVFAC”. (Should be the same for every line item in each catalog).

DOD EMALL operates on a folder filing system referred to as "Taxonomy". Taxonomy 1, 2, and 3 provide a breakdown of the filing system.

Catalog (Taxonomy 2) Represents the folder for the contract filed by Contract Number, and is the second-highest level in the taxonomy classification. (Should be the same for every line item in each catalog.) Taxonomy 2 should always be set as follows:

a. The last two digits of the year when the contract was awarded (ex : if awarded in 2001 enter “01”).

b. The last four digits of the contract number ( ex : if the contract number is N62470-05-D-9001 enter “9001”) .

DOD EMALL operates on a folder filing system referred to as "Taxonomy". Taxonomy 1, 2, and 3 provide a breakdown of the filing system.

Category (Taxonomy 3)

Taxonomy 3 is a sub-category of Taxonomy 2 which can be used to establish folders for the purposes of making it easier to find Catalog Line Items in the contract. (Should be the same for every line item in each catalog.) Taxonomy 3 allows the creation of subfolders arranged by types of work, location, or FSC/BOS Template Annex by function. Creating Taxonomy 3 reduces searching through a multitude of Line Items in the Catalog. (ex :if "Taxonomy 2" is “05-9008 Pear Harbor HI Housing Maintenance ” then Taxonomy 3 could be “Plumbing”, “HVAC” or “Flooring” etc). This field is optional.

a. Single Function Contract Covers All Locations- If all Line Items are related to "Grounds Maintenance" this column should be left blank. There is no need to create a folder for each Line Item.

b. Single Function Contract Various Locations - Folders can be created if the contract contains Contract Line Items where separate pricing or tasks are anticipated in a contract for various locations. (ex: Taxonomy 3 column could be used by placing a location such as "Prestige Mowing NAS Anywhere"; "Prestige Mowing NAVSTA Anywhere"; "Tree Removal NAS Anywhere"; "Tree Removal NAVSTA Anywhere", etc.)

c. FSC/BOS Template Annexes by Function - Contracts which are single-function such as Grounds Maintenance should be left blank unless there is a desire to create folders based on location. This column can also be used to organize Catalog Line Items by FSC/BOS Template Annex functions. (ex: Administration, Security, Public Safety, Grounds Maintenance, Custodial, BSVE, etc.).

If required: ( Column "Taxonomy 4" can be created by adding another column to the spreadsheet.)

ETO? (Y/N)

This column is used to identify whether or not a line item will require use of the Electronic Task Order (ETO) function to request a proposal and negotiate non-prepriced work.

A "Y" (Yes) should be placed in this column if the line item is unpriced and requires negotiation to determine the final "fair and reasonable" price for the requested service. This would be considered an ETO line item. ETO items should have a TBD in the Unit Price column.

An "N" (No) should be placed in this column if the line item is pre-priced and does not require negotiation. This would not considered an ETO line item.

IMAP CAC(s)

Includes one or more Installation Management Accounting Project Cost Account Codes that correspond to the service provided by this line item. This field is optional.

DBA

This column is used to note whether or not the Davis-Bacon Act (DBA) is applicable to the work to be performed by the Contractor for the Contract Line Item. A 'N' should be placed in the column if the DBA does not apply. A 'Y" should be placed in the column if the DBA applies.

<<Note to Spec Writer: DELETE "HELPFUL HINTS" after ELIN Schedule is developed. >>

1. Read catalog contents from the customer/client perspective. Ensure that catalog item's Product Name, together with the [Extended] Description, provides a clear understanding of what is being ordered. Include response times and completion dates.

2. Check for typographical/grammatical errors. Other errors found: CAGE code did not match code on Supplier Information Sheet; incorrect contract number cited in catalog; Taxonomy 2 did not comply with the standard naming convention; incorrect catalog numbers used, letter "O" used in lieu of zero.

3. Do not use "smart" quotes in catalog. A single smart quote (also known as single "curly" quote) is converted to the character [ý] when used in the catalog template and when entered in the Cart Memo section. Changing the smart quote to a straight quote ['] resolves this problem. Per Steve Ifshin [sifshin@part.net] "a smart quote will display as a control character according to the ISO 8859 standard."

Workarounds:

If you copied and pasted text into Excel, you can Find | Replace single and double smart quotes with straight quotes. Single smart quote entered as [Alt][0][1][4][5] or [Alt][0][1][4][6]. Double smart quote entered as [Alt][0][1][4][7] or Alt][0][1][4][8].

In Word, you can turn off the selection to "Replace "straight quotes" with "smart quotes" in the "Replace as you type" section in the menu Tool | AutoCorrect | "AutoFormat as you type" tab.

4. Use of other symbols (e.g., the registered trademark symbol ®) in catalog template will result in unexpected characters.

Cage

DOD EMALL operates on a folder filing system referred to as "Taxonomy". Taxonomy 1, 2, and 3 provide a breakdown of the filing system.

Represents the folder for the contract filed by Contract Number, and is the second-highest level in the taxonomy classification. (Should be the same for every line item in each catalog.) Taxonomy 2 should always be set as follows:

a. The last two digits of the year when the contract was awarded (ex : if awarded in 2001 enter “01”).

b. The last four digits of the contract number ( ex : if the contract number is N62470-05-D-9001 enter “9001”) .

c. The location of the contract (ex : NAS Anywhere).

d. A short description of the contract ( ex :Grounds Maintenance).

e. In this example, the complete taxonomy is “05-9001- NAS Anywhere Grounds Maintenance”.

DOD EMALL operates on a folder filing system referred to as "Taxonomy". Taxonomy 1, 2, and 3 provide a breakdown of the filing system.
