About this file

This document is an antiterrorism awareness pamphlet developed by the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Office for contractors working on the base. The pamphlet is designed to educate contractors on their role in maintaining security vigilance and reporting suspicious activity that affects the base community and surrounding area.

The pamphlet identifies three categories of potential terrorist targets: Victim by Association (association with wrong people at wrong time), Victim by Location (being in wrong place at wrong time), and Victim by Opportunity (random circumstances at soft targets). It outlines specific indicators to monitor, including surveillance activities, vehicles with expired tags, illegally parked or occupied vehicles remaining in one location for extended periods, and vehicles repeatedly passing a location. The document details suspicious activities contractors should report, including surveillance, elicitation, security tests, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. The pamphlet also includes Force Protection Conditions (FPCON) ranging from Normal through Bravo, Charlie, Delta, and Alpha, describing threat levels and required protective measures at each level. Emergency contact procedures are provided, requiring contractors to call the 87th Security Forces Squadron at (609) 754-6001 to report suspicious activity. Contractors are instructed to provide their name, location, building information, callback number, and remain at their location until contacted by Security Forces, or move to a safe location as directed by Emergency Control Center personnel.
