The FCA is used to validate that the actual performance of the Configuration Item (CI) meets the requirements stated in its performance specification. For the LED Lamp, the FCA is used to verify that the actual performance of the system meets the requirements stated in FAA-E-37013.
The FCA Report documents the “final accounting” of configuration baselines for the CIs and the system and verifies that the Contractor has provided the expected performance capabilities.
FORMAT: The Contractor’s format for the FCA is acceptable provided that it complies with applicable CDRLs and DIDs and has been preapproved by the FAA. However, the Contractor must use Paragraph 8.2.2.2 of MIL-HDBK-61B and GEIA 649C to determine the content.
Block 12. The Contractor mustl submit the FCA Report 15 calendar days after completion of FCA. The FAA has 15 calendar days for review of the FCA Report.

The PCA is used to examine the actual configuration of the Configuration Item (CI) that is representative of the product configuration in order to verify that the related design documentation matches the design of the deliverable CI. It is also used to validate many of the supporting processes that the Contractor uses in the production of the CI.
The PCA is also used to verify that any elements of the CI that were redesigned after the completion of the FCA meet the requirements of the CI's performance specification.
The PCA Report documents the “final accounting” of configuration baselines for the CI’s and the system and verification that the Contractor has provided the expected performance capabilities.
FORMAT: The Contractor’s format for the PCA is acceptable provided that it complies with applicable CDRLs and DIDs and has been preapproved by the FAA. However, the Contractor must use Paragraph 8.2.2.3 of MIL-HDBK- 61B and GEIA 649C to determine the content.
