About this file
This is an addendum to an Informal Written Quote solicitation issued by Gwinnett County, Georgia for the purchase of 498 custom commemorative law enforcement badges for the Gwinnett County Sheriff's Office. The badges are multi-level die-struck metal designs featuring a seven-point sheriff's star, full-color United States flag, Georgia State Seal, and commemorative lettering for America's 250th anniversary. Each badge measures 2.75" × 2.75" overall and must be individually personalized with employee rank and badge number, finished with polished gold and hard enamel color fill, and equipped with pin and hasp attachment. The original quote due date of July 20, 2026 has been rescheduled to 3:00 p.m. on Wednesday, August 19, 2026, with award to follow on the same date. Vendors must submit artwork with their quotes and provide a production sample for approval prior to full production. Delivery must occur no later than October 30, 2026, coordinated Monday through Friday between 7:00 a.m. and 3:00 p.m.
Unit pricing must include all charges for artwork, samples, and delivery, with delivery timeframes to be considered in the award decision. Vendors must provide a minimum of three references for similar projects and certify non-collusion. The County emphasizes that design specifications provided in the solicitation are mandatory and will not accept deviations or alternate designs that do not meet all requirements. Awarded vendors must also demonstrate the ability to produce straight or curved badges for additional private purchases after this order. Award will be made to the lowest responsive and responsible bidder. No bid, performance, or payment bonds are required. Gwinnett County is exempt from federal excise tax and Georgia sales tax and will remit payment electronically upon award.

August 13, 2026 Addendum #2
IWQ 134102
Purchase of America 250th Badges
The date to receive quotes has been rescheduled for 3:00 P.M. on Wednesday, August 19, 2026.
Revisions:
R1. Awarded vendor must have ability to make straight or curved badges for additionally private purchases after this order.
Please see the below summation of questions and answers for the above solicitation.
Questions:
Q1. Does the County have a specific brand/manufacturer in mind?
A1. Any manufacturer that meets the design requirements will be considered
Q2. Can the County provide an image of the design?
A2. The County is requesting vendors create a design and artwork based on the written description provided in the solicitation. Additionally, Attachment A below includes a mock-up of the design details and badge shape. Attachment B is for color reference only. (See note after Attachment B on Page 5). Vendors must submit artwork with their quote.
Q3. Please advise if this badge is Blackinton or Smith & Warren.
A3. The current badges are Blackinton. However, as long as the design requirements of the Custom
America 250 badge are met, any brand will be considered.
Q4. The lettering being requested will not all fit. Would the County accept the following layout?
• COMMEMORATING AMERICA’S (top rim of circle) 250TH ANNIVERSARY (bottom rim of circle)
• 2 flag separators on each side of circle
• GWINNETT COUNTY (top panel of badge)
• State of GA seal (center seal of badge)
• *Ranks (bottom panel of badge)
• *Numbers (last panel of badge)
• The background in between the star points would be cut out (*A flag behind the star will not work due to the design)
A4. Changes to the design specifications will not be accepted. Vendors have confirmed the design specifications as provided can be done.
Q5. Does the County have an abbreviated text for the top and bottom rows? There are too many characters.
A5. Please see A4.

Q6. Is there mockup of the badge available to see the layout?
A6. Please see A2 and Attachments A and B below.
Q7. Line 4 (the flag behind the star) is difficult to visualize. Is there are options for an American flag on the outer ring?
A7. No, the outer ring must be black with gold outline and lettering.
Q8. What goes in the inner ring?
A8. This is the State Seal of Georgia.
Q9. Is there an estimated delivery time expected? Should all badges be delivered at the same time?
A9. The County strongly desires the badges to be delivered as soon as possible. However, badges can be delivered no later than October 30th. Vendors should be sure to include delivery ARO in their quotes. Delivery ARO will be taken into account for award.
Q10. This custom project requires a new die/tooling. Lead times including artwork, samples, and production order in total is typically 6 months. Is this acceptable?
A10. No, please see A9.
Q11. Is it possible to extend the due date of the quote? Would need at least an additional 2 more weeks in creating the custom artwork and pricing.
A11. Unfortunately, given the nature of these badges, award and then production needs to start as soon as possible. Award has been postponed to Wednesday, August 19th.
Q12. There is no attachment method specified. Please clarify how these will be presented and if typical pin and hasp attachment is required.
A12. Pin and hasp attachment is required.
Q13. A full color US flag displayed behind the Sheriff’s star is a requirement. As the flag is indicated as singular unit and is requested to be displayed behind the star, is it to be visible from the front?
If so, should it exceed the boundaries of the star? Or will it be one tiny flag fitted and positioned in between the tips of the star? Please clarify.
A13. Please see Attachments A and B.
Q14. The Manufacturing Country of Origin is not specified as a requirement. As long as the quality and design meets expectations, is an offshore non-compliant TAA manufacturer acceptable?
A14. Please see A3.
Q15. What are the expectations of the time frame for these badges to be deployed? Is delivery late in the first quarter of 2027 acceptable?
A15. No, please see A9.
Q16. Will the County accept a bid that does not meet the exact specifications? Will the County accept an alternate badge that meets most of the major specifications but does not meet all the specifications?
A16. Please see A2 and A4.
Q17. Clarify whether the 2.75" × 2.75" dimensions apply to the star only. What is the approximate width of the outer ring (for example, approximately 0.25"), which would be added to the overall dimensions? Does the 2.75" × 2.75" measurement represent the overall size, including the outer ring?
A17. The dimensions stated are for the overall badge.
IWQ 134102 Addendum 2 Page 3
Q18. For the design, the specs provided the text for the outermost ring but left the wording out for the inner star. Clarify what text should be included in this section, or if it should remain blank.
A18. Please see A8.
Q19. Will there be any attachments on this badge?
A19. Please see A12.
Q20. As an alternative, for improved visual appearance, we suggest reducing the size of the star to allow more of the flag to be visible. Would the County be open to this option?
A20. As long as the design requirements of the Custom America 250 badge are met, this would be considered.
This addendum should be signed in the space provided below and returned with your quote. Failure to do so may result in your quote being deemed non-responsive.
