About this file
This is Addendum #2 to ITN2026-102, issued by the University of Florida Office of Real Estate on September 8th, 2026, regarding the UF Health Primary Care Newberry project in Gainesville, Florida. The University of Florida is seeking proposals for a build-to-suit medical office building, preferably standalone, consisting of approximately 10,000 to 15,000 contiguous usable square feet within a defined area in Newberry, Florida. The facility will house a primary care practice with clinical, lab, and general administrative office uses, with standard office hours of Monday through Friday, 8:00 a.m. to 5:00 p.m., though after-hours and weekend access may be required. The tenant requires a highly visible location with adequate street exposure and parking. The addendum clarifies submission requirements and evaluation criteria for prospective landlords responding to the ITN.
The addendum addresses two key submitted questions regarding proposal submissions. First, it clarifies that proposers must include comprehensive information demonstrating financial qualifications, property management experience, and past performance references as part of their response, either within the primary submission requirements or as supplemental information and exhibits, with no specific format mandated. Second, regarding testfit and CAD files, the addendum confirms that a conceptual floor plan is acceptable at the time of initial proposal submission if it demonstrates the space can accommodate the University's program, with detailed plans and CAD files to be developed later subject to additional University requests during the design phase. All other terms, conditions, and regulations of the original ITN document remain in effect.

ADDENDUM #2 to the University of Florida ITN2026-102, University of Florida –UF Health Primary Care
Newberry ITN at the University of Florida Office of Real Estate, Gainesville, FL.
This Addendum shall be considered part of the Contract Documents for the above-mentioned ITN2026-102 as though it had been issued at the same time and incorporated integrally therewith. Where provisions of the following supplementary data differ from those of the original document, this addendum shall govern and take precedence. All other terms, conditions, and regulations will apply.
This addendum consists of:
• Submitted Questions and Answers:
o Question #1: Submission Requirements vs Evaluation Criteria: Pages 8 and 9 of the ITN document list the items required to be included with a response, in the form of a numbered list of 1-20. This list does not include many of the items that are shown under the subsequent section titled, “Evaluation of the Proposal shall be based on the following criteria”. Absent from the submission requirements list but present on the evaluation criteria list are items such as financial qualifications of the proposer, demonstrated expertise with managing/maintaining property, and record of past performance/references.
Please clarify if proof of these criteria is required to be submitted with the proposal, and if so, what the desired format is for submission of these items.
➢ Answer: Yes. Proposers should include enough information in their response for the University to evaluate all of the criteria listed in the “Evaluation of the
Proposal” section, including financial qualifications, property management experience, and past performance/references. If those items are not specifically covered under Submission Requirements 1–20, they can be included as supplemental information or exhibits. No specific format is required, but clearly identify the information so the University can review it easily.
o Question #2: Testfit and CADD files: Section B, Item 19 of the submission requirements requests “8.5 x 11 plans of the Landlord provided testfit as well as CADD files to the proposed premises.” Please clarify the level of detail expected for the test fit at the time of proposal submission. Is the Landlord required to provide a fully developed test fit in CADD format as part of the initial ITN response, or would a conceptual floor plan demonstrating the proposed site’s ability to accommodate the University’s space program be acceptable, with
CADD files and a more detailed test fit to be developed during design?
➢ Answer: A conceptual test fit is acceptable if it demonstrates the space can accommodate the University’s program. Detailed plans and CADD files may be developed later, subject to additional University requests.
