About this file

This document is Addendum #2 for the Florida Department of Law Enforcement (FDLE) Invitation to Negotiate (ITN) 2601 for an Information Technology Services Management Solution, dated August 29, 2025, with a reply opening on September 16, 2025. The addendum provides responses to vendor questions (numbers 174-193) that were inadvertently left off Addendum #1. The solicitation seeks a new SaaS ITSM platform to replace the current Cherwell Service Management product, which is reaching End of Support on December 31, 2026. FDLE is looking to transition to a new solution before the current system becomes unsupported.

Key requirements include hosting in a CJIS-compliant U.S. Government Cloud environment, which is a pass/fail requirement. FDLE seeks a solution that can automate ticket routing, escalations, and reporting to improve efficiency and consistency. The vendor will be responsible for migration planning, mapping, and validation in coordination with FDLE. Price will be considered during negotiations to determine the "best value" in accordance with Florida Statute 287.012(4), taking into account factors such as price, quality, design, and workmanship. The ITN requires three references for similar services, and vendors should include all costs, including implementation, training, and travel, clearly itemized in the pricing spreadsheet.
