About this file
This is an Invitation to Negotiate (ITN) issued by the Florida Department of Law Enforcement (FDLE) for Textbook Production Services for the Criminal Justice Standards and Training Commission (CJSTC). The solicitation seeks a contractor to provide layout, graphics, and page proofing services for three Florida Basic Recruit Training textbooks: Law Enforcement Academy (Volume 1), Corrections (Volume 1), and High Liability (Volume 2), with page counts ranging from 350 to 650 pages. The contract will run for three years, with potential renewal options for three additional one-year periods. Technical proposals are due on August 5, 2025, at 2:30 PM ET, with an anticipated contract award date of September 2, 2025. The goal is to transition from physical to digital textbook formats, with the selected vendor responsible for creating professional layouts using provided content and delivering final print-ready PDFs by April 15th annually.
The pricing structure requires a fully burdened approach that includes all associated costs such as licensing, configuration, implementation, project management, support, documentation, travel, training, administrative, and security compliance activities. Respondents must provide a detailed cost breakdown and are prohibited from charging additional fees beyond their initial proposal. The solicitation emphasizes value-added features and innovation, with evaluation criteria focusing on the vendor's experience, technical capabilities, layout quality, proofing processes, and project management approach. While no specific budget range is mentioned, the contract includes provisions limiting the contractor's aggregate liability to $200,000 or the total contract value, whichever is greater. The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, and no incumbent vendor is specifically identified.

SECTION 1 INTRODUCTION
1.1 SOLICITATION OVERVIEW
Pursuant to Section 943.17 F.S. and Rule 11B-35.001(5) F.A.C., the Criminal Justice Standards and Training Commission (CJSTC) staff produces three (3) Florida Basic Recruit Training textbooks:
1. Law Enforcement Academy, Volume 1
2. Corrections, Volume 1
3. High Liability, Volume 2
Currently, FDLE uses one (1) vendor for the graphic design, layout, printing, binding, and shipping of books to training centers statewide. Training centers pay the vendor directly for the books, and all services are rolled into the cost of the books. FDLE does not pay the vendor directly for its services except to order sets of books for the agency’s use. The current contract expires on October 31, 2025.
Under the authority of the CJSTC, the FDLE Professionalism Division is responsible for developing, maintaining, and implementing basic recruit training for the state of Florida as well as the certification exams for basic recruits. Florida Basic Recruit Training is offered at more than 40 sites around the state, and the training centers may be attached to agencies, the K-12 school system, or the state college system. FDLE Professionalism staff works with subject matter experts (SMEs) to write all instructional materials, and each program is based on a job task analysis as outlined in Florida statute.
Since 2019, FDLE has worked with a single vendor for the typesetting, layout, and publishing of three textbooks. Hard copies of the textbooks are no longer required by Rule, so the Training Center Directors Association (TCDA) and FDLE would like to focus only on the layout of textbooks that can be distributed digitally. The TCDA does not require robust eBooks and would prefer simple, print-ready PDFs.
1.2 STATEMENT OF PURPOSE
The Florida Department of Law Enforcement (FDLE) is seeking responses from qualified Respondents with proven experience in providing textbook production services. This procurement aims to enhance the timeliness and quality of the three (3) Florida Basic Recruit Training textbooks provided by the Criminal Justice Standards and Training Commission (CJSTC) staff.
1.3 SOLICITATION OBJECTIVE
The Florida Department of Law Enforcement intends to award a contract(s) to a responsible and responsive Respondent(s) to ensure quality control of the layout and timely distribution of the digital books and is determined in writing to be the most advantageous and provides the best value for the State.
1.4 QUESTIONS TO BE EXPLORED

• How does the Respondent ensure timely delivery and adherence to the publishing timeline?
• Does the Respondent outsource work to third-party vendors, and if so, what services are outsourced?
• If third-party vendors are used, can the Respondent guarantee that all work will be done within the United States?
• How will the Respondent communicate with FDLE staff during production?
• What are the environmental and sustainability practices of the Respondent?
1.5 GOALS OF THIS ITN
The goals of this ITN are to establish a Contract that accomplishes the following:

• Enhance the readability and usability of PDF textbooks through advanced typesetting and design techniques.
• Incorporate sustainable practices in the production of PDF textbooks.

1.6 CONTRACT TERM

Renewal of the Contract shall be in writing and shall be subject to the terms and conditions set forth in the existing Contract. All renewals are contingent upon satisfactory performance by the Contractor and the availability of funds. Pursuant to Section 287.057 (1) (g) Florida Statutes exceptional purchase contracts may not be renewed. Exceptional purchase contracts are defined in Section 287.012 (12) Florida Statutes.
