Program Name: ITEMS RFI# 4 – NGA Enterprise Management Services (EMS)
Q&As
UNCLASSIFIED 1 | Page
Questions and Answers (1 – 13):
1) Q: Is the previous “4 pilot programs” strategy no longer moving forward?
a. Is this RFI a part of NGA’s pilot program?
A: The “4 pilot programs” strategy is proceeding as stated in the Unclassified Remote Hosted
Desktop (URHD) Request For Proposal (RFP) Statement of Work (SOW) Background
Section.
a. The EMS RFI is under the ITEMS umbrella. The 4 pilots are being conducted to reduce risks associated with the overall ITEMS effort.
2) Q: Is this RFI another attempt by NGA to research the market for an enterprise contract, covering all the 4 pilot requirements?
a. Does this mean multiple RFPs will not be issued?
A: This RFI is not intended to cover all 4 pilots. The intent of this RFI is to obtain additional information on experiences and capabilities for providing Enterprise Management Services
(EMS) through a managed services contract in a multi-vendor, multi-security level environment. The anticipated scope for the EMS effort might include the following functions:
Service Desk in the above described environment which serves as the single point of entry within an Agency where IT support is provided
Network Operations Management which serves as the central point for Local Area
Network (LAN)/Wide Area Network (WAN) infrastructure situational awareness on all classified domains
Security Operations Center which serves as the central point for security incident detection, analysis, investigation and reporting
Development and collection of business intelligence information to support process and product improvement
a. NGA still intends on issuing multiple RFPs for the 4 Pilots.

3) Q: Can you explain the reason for NGA deciding to conduct more market research for the
ITEMS program?
A: The Questions and Answers should only be directed to the EMS RFI, not the overall
ITEMS market research strategy.
4) Q: Please clarify the font size for any tables or graphics that we may include in our response.
The text size requirement is specified at 12-point Times New Roman. We recommend that tables be no smaller than 10-point, with graphics being no smaller than 9-point.
A: Per RFI Section C. Due Date-Time and Submittal Instructions, “The response format is
8.5”x11”, 12 pt. Time New Roman Font.” The format stated in the RFI instructions is applicable to text and graphics.
5) Q: Please clarify the intent of question 7. There are differing interpretations of the requested information. Is the NGA looking at how the technology supporting the services evolves, or how the EMS services themselves (e.g. service desk) evolve over time?
A: NGA is looking at how the technology supporting the EMS services evolve over time.
6) Q: The RFI requests a large amount of information. To provide details sufficient for use 25 page limits may be insufficient for a proper response. Would the Government consider increasing page count?
A: The submission is limited to not more than 25 pages. However, Work Breakdown
Structures (WBS) and process flow diagrams are highly encouraged and do not count against the 25 page limit. These additions can be referenced in the original submission and can be multiple files but individual file size shall not exceed 5MB.
7) Q: Question 15 asks if we have a GSA schedule that encompasses the work referred to under this RFI. Are Government Wide Acquisition Contracts (GWAC) type contracts also acceptable?
A: Yes, GWAC type contracts are acceptable as long as the scope of the GWAC contract covers the scope as outlined in this RFI.
8) Q: Does the EMS functional requirement include only CONUS-based systems?
A: The EMS functional requirement includes both CONUS and OCONUS based systems.

9) Q: Does the EMS need to provide X.700-based EMS function for the present day and future
GEOINT systems required to support the OCONUS COCOM installations?
A: NGA has not adopted X.700 or CMIP in the current operational environment. It is not expected that NGA will require that Enterprise Management Services support X.700.
10) Q: Is NGA going to host an industry day for the NGA Enterprise Management Services
(EMS) RFI?
A: At this time, NGA does not have an industry day planned. We will consider hosting one at an appropriate time in the future.
11) Q: Is there a Small Business POC with whom I may speak to regarding the opportunity?
A: NGA’s Small Business POC is Sandra Broadnax.
12) Q: Are the fonts and sizes below for art and tables the acceptable format for RFI #4? (These were the same size standards as the URHD proposal)
Art: 9 pt Arial or Arial Narrow
Tables: 10 pt Arial or Arial Narrow
A: Per RFI Section C. Due Date-Time and Submittal Instructions, “The response format is
8.5”x11”, 12 pt. Time New Roman Font.” The format stated in the RFI instructions is applicable to text and graphics.
