About this file

This is Addendum #1 to an Invitation to Bid (ITB S-62900-00015888) issued by the Oregon Department of Forestry for botanical field surveys within the 54 North Fuels Reduction and Huckleberry Restoration Project on the North Fork John Day Ranger District in the Umatilla National Forest. The addendum modifies Section 4 (Tasks and Required Meetings) of the Statement of Work to clarify field survey requirements, including the use of the Intuitive Controlled Survey Method for botanical Target Species identification across designated survey units. Contractors must complete comprehensive vascular plant surveys at the species and subspecies level, document all encountered species using Natural Resources Conservation Service (NRCS) PLANTS codes, submit digitized Botany Field Survey Forms for each unit, record GPS tracks of survey routes, and document all botanical Target Species with GPS coordinates and appropriate reporting data. Additionally, contractors must detect and document plants culturally significant to the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) with geospatial data, species names, abundance, associated species, annual grass presence, and gathering potential rankings. The addendum specifies that if Target Species habitat cannot be properly identified due to seasonal timing, grazing impacts, or other disturbances, contractors must document the location, recommend recheck timing, identify potentially present species, and conduct follow-up visits when necessary. All data must be submitted in digital format allowing for data extraction and analysis.

The addendum does not address pricing, budget allocations, set-asides, incumbent contractors, or other financial terms, as it serves solely to modify technical requirements within the existing ITB solicitation documents. All other terms and conditions of the original ITB Solicitation Documents remain in full force and effect.

ITB: S-62900-00015888 – 54 North GNA Botanical Surveys Addendum #1

ITB: S-62900-00015888 – 54 NORTH GNA BOTANICAL

SURVEYS – ADDENDUM #1

SECTION 1: PURPOSE

The purpose of this addendum is to update the ITB Solicitation Document as follows:

1.1 MODIFICATION OF ITB EXHIBIT A (STATEMENT OF WORK) OF ATTACHMENT A

(SAMPLE CONTRACT), SECTION 4 (TASKS AND REQUIRED MEETINGS).

SECTION 2: MODIFICATIONS

Exhibit A (Statement of Work) of Attachment A (Sample Contract), Section 4 (Tasks and Required Meetings) is modified as follows. New language is indicated by bold underlined font, deleted language is indicated by strikethrough font. Except as expressly amended below, all other terms and conditions of ITB Solicitation Documents are still in full force and effect.

Task 3: Field Surveys

3.1 Contractor must complete field surveys for botanical Target Species within designated units within the Project areas. Contractor will use the Intuitive Controlled Survey Method approach for the general forest types (see Section 9.1 of the Contract for definitions). This requires that all major topographic features and areas of high probability potential habitat for all SOI are surveyed intensively by walking routes through each unit. All areas with high probability habitats must be surveyed at the 100 percent level. All roads (open and closed), proposed new temporary roads, old logging landings, and other areas of disturbance must also be surveyed for Target Species (especially non-native invasive plants) at the 100 percent level. A representative cross-section of minor topographic features, plant associations, and moderate to low probability habitats must also be surveyed by walking routes.

3.2 Contractor must identify and record vascular species in each unit to species and subspecies or variety, and also complete a list of all vascular plant species encountered in each survey unit that must be recorded by Natural Resources Conservation Service (NRCS) Plant List of Attributes, Names, Taxonomy, and Symbols (PLANTS) codes. An excel spreadsheet with expected species on the NFJD Ranger District with PLANTS Codes will be provided. Some species that may be encountered may not be on this list. Contractor must add any additional species or new names as needed.

3.3 Contractor must submit a Botany Field Survey Form for each unit digitally. See Exhibit E for the form and details of the required information. This will be in a format that allows cutting and pasting of the data.

3.4 If good potential habitat for a Target Species is encountered, but it is impossible to identify properly due to season of survey grazing impacts or other disturbances, the Contractor must

ITB: S-62900-00015888 – 54 North GNA Botanical Surveys Addendum #1 document where the habitat is, when a recheck is recommended, and which species Contractor thinks may possibly be present. The GPS location of these areas must be documented on the Botany Field Survey Form. If it is just too early in the season to properly identify a species, a second visit to the spot must occur to search again and/or confirm the identification of an unknown potential Target Species.

3.5 Contractor must record and submit GPS tracks of survey routes. The name of each day’s tracks must also be reported on the Botany Field Survey Form for each unit.

3.6 All botanical Target Species that are found must be documented with GPS coordinates and the appropriate reporting data by Contractor. The information collected varies depending on the species group. See below Task 4 Contractor Required Documentation of Target Species for further details on the required reporting. All data must be submitted digitally and in a format that allows cutting and pasting of the data.

3.7 Contractor must detect and document plants that are culturally significant to the Confederated Tribes of the Umatilla Indian Reservation (CTUIR). Required documentation includes geospatial data, species names, species abundance and associated species, annual grass presence, and ranking for gathering potential. These forms will be provided at the pre-work meeting.
