About this file

This is a Certified Disadvantaged Business Outreach Plan attachment for ITB S-62900-00015888, a state contract opportunity issued by the State of Oregon's Department of Administrative Services (DAS) Procurement Services. The invitation to bid pertains to botanical field surveys and reporting services within proposed vegetation management units of the 54 North Fuels Reduction and Huckleberry Restoration Project located on the North Fork John Day Ranger District in the Umatilla National Forest. Bidders are required to complete and submit all pages of this attachment with their bids by the specified closing date.

The attachment requires bidders to certify their compliance with Oregon's Certified Disadvantaged Business (CDB) participation requirements under ORS 200.055. Bidders must disclose whether they are Oregon-certified firms (including minority-owned, woman-owned, service-disabled veteran-owned, or emerging small business designations), list prior contractual relationships with certified and potentially certifiable firms from the past two years, and identify anticipated subcontracting opportunities with approximate dollar values if awarded the contract. Bidders who foresee subcontracting opportunities must describe their solicitation steps for certified firms and indicate willingness to report subcontractor identities and values to the Oregon Certification Office for Business Inclusion and Diversity (COBID). The submission of this outreach plan information is not considered in the evaluation of bids but is a mandatory requirement for contract award eligibility.
