About this file

This addendum, issued by the Oregon Department of Fish and Wildlife (ODFW) on April 17, 2026, modifies the Invitation to Bid (ITB #S-63500-00015529) for the Cascade Hatchery Rearing Ponds Bird Predation Structure Engineering Project. The project requires contractors to furnish labor, materials, equipment, and permits to construct a bird predation structure at the Cascade Hatchery in Cascade Locks, Oregon, including reuse or replacement of existing vertical braces and connecting elements, installation of new structural steel members for the East Ponds, and procurement and installation of new predator wire. The addendum updates the site plans from the October 13, 2025 revision to the April 14, 2026 revision, which includes modifications such as the addition of headbox doors on Sheet S4, stainless steel specifications for headbox interior components on Sheet S11, 24-gauge stainless steel wire rope requirements on Sheet S12, cable guide specifications on Sheet S13, and new headbox door detail drawings on Sheet S14. The bid deadline was moved earlier from April 23, 2026 to April 21, 2026 at 3:00 PM for submission through OregonBuys. A mandatory pre-bid conference was held on April 7, 2026, and the addendum includes clarifications from that conference addressing questions regarding headbox construction, concrete anchor specifications, column plate connections, cable eye sizing, staging areas, confined space access, fish presence during construction, and predator wire materials.

The addendum constitutes a material change to the ITB requiring bidders to acknowledge receipt of the addenda. Key clarifications provided during the pre-bid conference address operational constraints, including that the headbox is typically full of water but water levels can be lowered for 45 to 60-minute intervals multiple times daily to facilitate installation work, that mechanical anchors are specified for the headbox, that cable guide sizes are 3/4-inch diameter, and that the headbox is accessible through grates for confined space work approximately 5 feet deep with ODFW water management support. The project anticipates fish presence in the majority of ponds by the time materials are fabricated and delivered, with a fish marking operation scheduled from May through mid-July requiring a large trailer to be parked adjacent to the ponds in rotating locations. The staging area is designated in the cement area between the rearing ponds and I-84 East as noted on site plan Sheet G1.

Questions and Answers:

The following are questions asked during the Mandatory pre-bid conference held on April 7, 2026 and received by Bidders and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications, or requirements of the ITB.

1. Question: Can ODFW provide more information about what is underneath the Headbox and how the supports are connected?

Answer: The headbox is typically full of water, but water level can be lowered for 45-60 minutes at a time, multiple times per day. See Attachment C Sheet S11 for details on the elements located inside the headbox.

2. Question: Are the concrete anchors on the Headbox in good order?

Answer: To help facilitate installation, concrete anchors inside the headbox are specified as mechanical anchors in the Attachment C 4/14/26 revision.

3. Question: For the columns at the far side of the ponds (A1 - A16), can you describe how the plates need to be reworked at the top of the columns?

Answer: Connections need an additional plate so that there are connecting elements on both sides of the beams, see Attachment C Sheets S5 and S6.

4. Question: The size of the cable eyes is not provided on the drawing. Can you please provide the cable eye size?

Answer: Size for the cable guides is 3/4" diameter, detail has been added to Attachment C.

5. Question: Where will be staging area be located?

Answer: The staging area will be located in the cement area between the rearing ponds and I-84

East as noted on Attachment C Sheet G1.

6. Question: Is there a way for bidders to access the space underneath the Headbox?

Answer: Yes, the Headbox is accessible through grates (confined space, approximately 5ft deep).

ODFW will turn off the water to the ponds to allow Bidders access to this space. Depending on the time of year, bidders will need to vacate the space after a period of time to allow ODFW to refresh the water in the ponds (potential 45 minute intervals until work is complete).

7. Question: Will there be fish in the Ponds?

Answer: ODFW anticipates that fish will be in the majority of the ponds on site by the time materials are fabricated and delivered. In addition, ODFW will be marking fish from May to mid-

July, which requires parking a large trailer adjacent to the ponds. Expected schedule is to park the trailer near the West ponds for the first half of the marking schedule, and then move the trailer next to the East ponds for the second half.

8. Question: What is the material for the predation wire?

Answer: Predation wire will need to be 24 gauge, 1x7 stainless steel wire rope. Detail has been added to the Attachment C Sheet S12.
