Technical Specifications Summary: Cascade Hatchery Rearing Ponds Bird Predation Structure

This document comprises the Technical Specifications for a state of Oregon construction project to build a bird predation structure at the Cascade Hatchery. The scope of work includes reusing or replacing existing structural members (specifically vertical braces and connecting elements such as bolts, welds, and plates), procuring and installing all new structural steel members for the East Ponds with fasteners and finishing materials, and supplying new predator wire for structures over the East ponds. The project is identified as Engineering Project #24-015 and requires coordination with ongoing hatchery operations, with water flow in the headbox needing to remain operational and only allowing 1-2 hour shutdowns with advance planning. The specifications comprise 32 sections across nine divisions, covering general requirements, concrete work, structural and miscellaneous metals, welding, coatings, and surface restoration. Key divisions include Division 01 (General Requirements), Division 03 (Concrete), Division 05 (Metals), Division 09 (Finishes), and Division 32 (Exterior Improvements).

The technical specifications establish detailed requirements for all work phases including submittals, quality control, testing, material standards, and execution procedures. Notable provisions include requirements for AISC-certified fabricators and erectors, AWS-qualified welders, independent testing laboratory engagement at the contractor's expense, and strict adherence to build America Buy America Act (BABAA) certification requirements if applicable. Concrete work must achieve 4000 psi compressive strength at 28 days with permeability-reducing admixtures for water-retaining structures, and all materials must be nontoxic to fish species given the aquaculture environment. Surface preparation standards reference SSPC specifications, with abrasive blast cleaning requirements varying by exposure conditions (SP-5 for submerged surfaces, SP-6 for general industrial use). The contractor bears responsibility for site safety, temporary facilities, erosion control, and compliance with Oregon OSHA standards and the Oregon Structural Specialty Code, with final acceptance contingent upon successful leak testing of water-holding structures and restoration of all disturbed site areas.

PART – GENERAL

1.1 RELATED REQUIREMENTS SPECIFIED ELSEWHERE

A. Other provisions pertaining to submittals are included in the General Conditions, the Supple-mentary General Conditions, and in the various Sections of the Technical Specifications.

1.2 SUBMITTAL REQUIREMENTS

A. General:

1. If Build America, Buy America Act (BABAA) requirements are in place for this Project, the Contractor shall submit certification that all materials and manufactured goods pro-vided under this Technical Specification meet the BABAA requirements. Please refer to ITB Attachment E-1 for specific details on the material and manufactured goods requirements.

2. All submittals shall be identified by Project title and number and shall include Contrac-tor’s name, date, and revision date. In addition, shop drawings, product data, and sam-ples shall include names of subcontractor and supplier, applicable Technical Specifica-tion Section number and Contractor’s stamp, initialed or signed, certifying to review of submittal, verification of field measurements, and compliance with Contract Documents.

3. All submittals shall be accompanied by a submittal transmittal form. Equipment numbers shall be listed for items being submitted. A separate form shall be used for each specific item, class of material, equipment, and items specified in separate, discrete sections, for which the submittal is required. Submittals for various items shall be made with a single form when the items taken together constitute a manufacturer’s package or are so func-tionally related that expediency indicates checking or review of the group or package as a whole.

4. A unique number, sequentially assigned, shall be noted on the transmittal form accompa-nying each item submitted. Original submittal numbers shall have the following format:

“XXX”; where “XXX” is the sequential number assigned by the Contractor. Resubmittal shall have the following format: “XXX-Y”; where “XXX” is the originally assigned submittal number and “Y” is a sequential letter assigned for resubmittals; i.e., A, B, or C being the 1st, 2nd, and 3rd resubmittals, respectively. Submittal 25B, for example, is the second resubmittal of Submittal 25.

5. Submittal Completeness: Submittals which do not have all the information required to be submitted are not acceptable and will be returned without review.

B. Shop Drawings: Submit two (2) copies of each shop drawing required by the Technical Spec-ifications. Show the information, dimensions, connections, and other details necessary to en-sure that the shop drawings accurately interpret the Contract Documents. Show adjoining Work in such detail as required indicating proper connections. Where adjoining connected Work requires shop drawings or product data, submit such information for review at the same time so that connections can be accurately checked.

C. Product Data: Submit two (2) copies of each item of product data required by the Technical Specifications. Modify product data by deleting information which is not applicable to the Project or by marking each copy to identify pertinent products. Supplement standard in-formation, if necessary, to provide additional information applicable to Project. It is recog-nized that in some cases manufacturer’s product data will be adequate and further shop draw-ings as stated in the Technical Specifications may not be required, unless requested by the Owner’s Authorized Representative.

TS-21

2. Samples shall become the property of the Owner unless specifically stated otherwise and will not be incorporated in the Work.

E. Review Procedure: Unless otherwise specified, within ten (10) to fourteen (14) days after re-ceipt of the submittal, the Owner’s Authorized Representative will review the submittal. The returned submittal will indicate one of the following actions:

1. If the review indicates that the material, equipment, or work method is in general con-formance with the design concept and complies with the Drawings and Technical Speci-fications, submittal copies will be marked “NO EXCEPTION TAKEN” and given review action 1. In this event, the Contractor may begin to implement the work method or in-corporate the material or equipment covered by the submittal.

2. If the review indicates that limited corrections are required, copies will be marked

“NOTE MARKINGS” and given review action 2. The Contractor may begin implement-ing the work method or incorporating the material and equipment covered by the submit-tal in accordance with the noted corrections. Where submittal information will be incor-porated in O&M data, a corrected copy shall be provided; otherwise, no further action is required.

3. If the review reveals that the submittal is insufficient or contains incorrect data, copies will be marked “COMMENTS ATTACHED.” If the comments are of a nature that can be confirmed without a resubmittal, copies will be further marked “CONFIRM” and giv-en review action 3. If the comments require a revision and resubmittal, copies will be further marked “RESUBMIT” and given review action 4. Except at their own risk, the

Contractor shall not undertake Work covered by this submittal until the attached com-ments have been either confirmed by a separate written communication or the submittal has been revised, resubmitted, and returned marked with “NO EXCEPTIONS TAKEN” or “NOTE MARKINGS.”
