About this file

Attachment C is a site plans document for the Oregon Department of Fish and Wildlife (ODFW) Cascade Hatchery Rearing Ponds Bird Predation Structure project located in Cascade Locks, Oregon. The project involves construction of a bird predation structure that includes reuse or replacement of existing vertical braces and connecting elements, installation of all new structural steel members for the East Ponds with fasteners and finishes, and procurement and installation of new predator wire over the East Ponds. The structure will encompass modifications to 30 rearing ponds arranged in 15 column lines spaced at 16'-8" intervals over a 250-foot length. The site plans document contains multiple sheets (S1 through S14) labeled as "Cascade Predation Structure - REV 4-14-26" with designer attribution to Charles Matteson 2026 Digital. A mandatory pre-bid conference is scheduled for April 7, 2026, at 11:00 AM at the project site (74152 NE Eagle Creek Loop, Cascade Locks, OR 97014), with bids required by April 21, 2026, at 3:00 PM through the OregonBuys electronic procurement system. Substantial completion is required by August 14, 2026, with final completion by August 28, 2026, and liquidated damages of $500 per calendar day apply for delays beyond the substantial completion date.

The project is funded through federal sources via the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) under the Confederated Tribes of the Umatilla Indian Reservation Agreement, with estimated project costs of $190,000 to $200,000. All work must comply with the 2022 Oregon Structural Specialty Code, ACI 318-19, and AISC 360-22 standards, with structural steel specified as ASTM A-36, galvanized per ASTM A153/A153M with powder-coated black finish. Contractors must be registered with the Oregon Construction Contractors Board (CCB) and comply with BOLI prevailing wage rates and Davis-Bacon Act requirements for Multnomah County (BOLI Region 2). All work is subject to Build America, Buy America Act (BABAA) requirements, mandating United States production of all iron, steel, manufactured products, and construction materials. Bid security of 10% of the total bid amount and performance and payment bonds equal to 100% of the contract amount are required, along with commercial general liability insurance of $1,000,000 per occurrence and $4,000,000 excess/umbrella coverage.
