About this file

This is Addendum #2 to Invitation to Bid PWD/260492 issued by the City of Ocala, Florida, on behalf of Marion County for Stormwater Aquatic and Right of Way Weed Control services. The addendum, dated March 6, 2026, clarifies key operational requirements for managing aquatic vegetation across approximately 58.3 acres distributed among 24 treatment locations. The solicitation mandates 12 annual treatments per location with monthly inspections required for all ponds, and contractors must invoice for each pond inspection regardless of whether treatment is necessary during that month. The addendum emphasizes that DRA #59, a high-flow pump station, requires consistent and proactive treatment specifically targeting hydrilla to prevent obstruction of pumps during high-flow events. Additionally, the City will conduct annual winter-season draw-downs of certain drainage retention areas to facilitate enhanced vegetation treatment. The bid due date is March 19, 2026, with a non-mandatory pre-bid meeting scheduled for March 5, 2026, at 2:00 PM EST. The contract term is three years with options for two additional one-year renewals.

The addendum clarifies that herbicide selection is not restricted to the "Additional Herbicide Pricing" list; contractors may use any herbicides they deem appropriate provided they are registered, approved products applied in accordance with label directions. All bidders must hold a Florida Commercial Applicator License (Aquatic) and a Right of Way Pesticide Applicator License at the time of bid submittal, with contractors required to perform a minimum of 90 percent of work with their own forces. Pricing must be submitted on a unit price basis in Excel format, with base stormwater and aquatic weed control services evaluated separately from optional supplemental herbicide treatments and right-of-way applications. The procurement specifies no set-aside designations, disadvantaged enterprise requirements, incumbent vendors, or current contractors, and award will be made to the lowest responsive bidder meeting all technical requirements.

Addendum # 2

Date: March 6, 2026

To: All bidders

From: Caley Conard, Buyer

Solicitation Number: ITB# PWD/260492

Solicitation Title: Stormwater Aquatic and Right of Way Weed Control

SECTION 1. QUESTIONS AND ANSWERS

1.1 QUESTION: Are the only herbicides allowed the ones listed on the “Additional Herbicide Pricing” list?

ANSWER: No. The herbicides listed on the “Additional Herbicide Pricing” list are not exclusive. The

Contractor may use any herbicides they deem appropriate for the required services.

SECTION 2. SOLICITATION ADDITIONS, CLARIFICATIONS AND CORRECTIONS

2.1 Each pond must be inspected at least once per month. If a pond does not require treatment during a given month, the Contractor will still invoice for that pond. Some ponds may require more frequent maintenance to bring excessive vegetation growth under control.

2.2 DRA #59 is a high-flow pump station and requires consistent and proactive treatment, particularly for hydrilla. If hydrilla is not adequately controlled, it can obstruct the pumps during high-flow events and compromise system operation.

2.3 Once each year, during the winter season, the City will draw down certain DRAs to allow for enhanced vegetation treatment.
