About this file

This is Addendum #1 for an Invitation to Bid issued by the Morgan County Board of Commissioners for the PSC Tenant Roof Replacement project in Madison, Georgia. The bid opening is scheduled for Monday, January 6th at 1:00 PM at the Morgan County Board of Commissioners Upstairs Commission Meeting Hall. The addendum clarifies that attendance at the pre-bid conference was mandatory for bidders. The scope includes installation of TPO membrane roofing with contrasting color walkpads, 1/2" high density recovery board installation, replacement of galvanized flashing and wall white cap with new white kynar finished materials, and repairs to existing leaderheads and downspout collection boxes.

The project includes specific access and security requirements for contractors, with work permitted Monday through Friday from 7 AM to 4 PM through the Brand Vaughn Lumber yard, and limited Saturday work with approval. All personnel requiring access to secured areas within the Sheriff's Office fence must undergo background checks at the county's expense. Contractors must maintain 2-hour emergency response capability with access via the southeast corner of the building. While this is a maintenance project not intended to bring the entire facility up to code, contractors should address easily remedied code issues within the project scope.

Addendum Questions

1. Can a contractor still bid that was not able to be at the mandatory pre-bid meeting?

A1: The pre-bid conference was mandatory.

2. What type of walk pad is to follow the walkpad layout in the ITB?

A2: As stated in the ITB, the walkpad will be created by a contrasting color second layer TPO membrane.

3. What color should the walkpad be?

A3: Contrasting color. There is no preference in color. Grey or tan would be typical but this will be at the contractors discretion. The adjacent, attached building uses a grey walkpad.

4. How thick is the insulation in the roof?

A4: the existing roof utilizes 1.5” insulation board in the locations cored. Winning contractor must verify prior to ordering materials.

5. It is generally recommended to use a recovery board or slip sheet under the TPO.

A5: 1/2” high density recovery board should be attached prior to membrane placement.

6. Is the top cap of the outer wall to be replaced or reinstalled?

A6: Both the galvanized flashing and wall white cap are to be replaced with new white kynar finished flashing and trim.

7. Specifications call for new leaderhead and downspouts, but they appear to be okay.

A7: Use the existing leaderheads and downspouts. In lieu of replacement, any damage inside of the leaderhead collection boxes should be repaired and the boxes resealed with a coating or liquid flashing that will last a minimum of 5 years.

8. Can the contractor use the fenced in area as a laydown yard and access?

A8: The sheriff may perform background checks on any employee at the county’s expense. An area of the Brand Vaugn Lumber yard will be dedicated for access and staging of materials. If the contractor needs an area inside the secured premises of the Sherffis Office yard, all personnel accessing secured areas of the complex, inside the sheriff’s office fence, will be required to have a background check and approval by the Sheriff’s Office. If temporary, scheduled access is needed to the secured areas, the sheriff’s office may escort and monitor limited staff. The Sheriff’s Office reserves the right to place a deputy to monitor activities at the Sheriff’s discretion at any time.

9. Can the contractor work on weekends?

A9: If using the Brand Vaugn yard, access will only be given while open, currently 7 AM

– 4 PM, Monday to Friday. Access may be obtained outside of the lumbar yard and secured areas for limited Saturday work. No work will be permitted Sunday, except in the case of an emergency.

10. If access is controlled, how can the contractor access the work area outside of official work times and/or for emergencies?

A10: Contractor must have a way to access the worksite in case of weather, wind, or other emergency within 2 hours. The southeast corner of the building should always be accessible by lift or ladder.

11. The curb at the Northeast HVAC unit does not appear to meet code by ½”.

A11: This is a maintenance project, and is not intended to bring the building up to code.

If there is something easy to repair within the scope it should be done, but equipment will not be reset or the insulation board reduced.
