The solicitation covers Districts 6, 7, and 8, targeting 18 different road material categories including hardpan, limestone, various stone types, riprap, and slag products for State Forest and Recreation Areas. The FFS intends to award up to five Term Agreements per road material item within each district, with vendors able to submit proposals for one or more districts. Bid responses are due on May 7, 2025, at 5:00 PM, with a public bid opening via teleconference on May 8, 2025, at 9:30 AM, and an anticipated award posting on May 15, 2025. The initial contract term will be 12 months, with potential renewals for up to three additional years upon mutual written agreement.
Vendors must provide a fixed Maximum Price per ton for each material type, with an optional delivery fee not exceeding $50 per delivery. The evaluation will focus on best overall value, considering total quote price, product quality, and ability to meet requested deadlines. The FFS will issue Requests for Quote (RFQ) to at least three awarded vendors for each project. No specific set-aside designations or disadvantaged enterprise restrictions are mentioned. Vendors are required to supply clean materials meeting Florida Department of Transportation (FDOT) Standard Specifications, with FFS personnel retaining the right to inspect proposed pit or mine locations. The solicitation emphasizes that no guarantee is made regarding actual order quantities, and the FDACS will not be responsible for vendor inventory or order commitments. More than one (1) bid from an individual, firm, partnership, corporation, or association, under the same or different names, will not be considered. Reasonable grounds for believing that a vendor is interested in more than one (1) solicitation for the same work will cause the rejection of all bids in which such vendors are believed to be interested.
If there is reason to believe that collusion exists among the vendors, all bids will be rejected. No participants in such collusion will be considered in future procurements for the same work.
Falsifications of any entry made on the vendor's offer will be deemed a material irregularity and will be grounds for rejection.
