About this file

This document is an Invitation to Bid (ITB) issued by the Idaho Division of Purchasing on behalf of the Idaho Department of Information Technology Services (ITS) for conference room equipment with design and installation services. The ITB seeks bids for a contract to provide conference room equipment, including room kits, peripherals, and related services such as design, installation, and training. The contract will be divided into three geographic areas, and bidders must be able to provide services for all counties within an area to be considered for award in that area. The initial contract term is one year, with the potential for up to five years of renewals.

The ITB specifies detailed equipment and performance requirements, such as minimum specifications for processors, audio processors, HDMI extenders, microphones, speakers, and room scheduling panels. Bidders must provide pricing based on the Manufacturer Suggested Retail Price (MSRP) with a specified discount percentage. The ITS anticipates an initial contract value of $200,000, but reserves the right to increase the contract value if additional funding becomes available. The contract will be awarded to the responsive, responsible bidder with the lowest fully burdened total cost.

BACKGROUND

As part of the Governor’s initiative to enable state agencies to provide increased access to public meetings via online/remote means, Senate Bill No. 1421 (S1421) Session Law Chapter 254 was passed and signed into law in the 2022 Legislative Session. ITS is seeking a contract for conference room with design, installation services, roomkit equipment, peripherals, warranty and support. DPW has established a project to achieve this goal, which will continue to be a long-term need across the state beyond the completion of their project. ITS seeks to complement existing equipment with similar models to facilitate user adoption.

ITS reserves the right to add spending amounts to this contract if additional funding becomes available. No minimum or maximum amounts are guaranteed.

AREA

There are three (3) areas for award for equipment, design and installation services. Please refer to Appendix A Area Map to see the breakdown of which counties are in each area. The Contractor must be able to provide equipment and design and installation services for all counties in each area for which they bid.

Ordering ITS shall place orders, as needed, for design and installation services. Within fifteen (15) business days after design the contractor must submit a quote including equipment, consumables, and installation to ITS for review. The contractor’s quote must be priced according to the Discount from MSRP and the hourly rate for design and installation in Attachment 2 Bid Schedule. The contractor must not order any goods or perform any services until the quote is approved by ITS and a Purchase Order is issued. ITS reserves the right to request verification of MSRP and contractors’ consumables cost at any time.

Install Location Installation must occur at any State Agency office throughout the State of Idaho as needed as funding becomes available.

SPECIFICATIONS and Scope of Work These specifications are the minimum mandatory specifications that your Bid must meet in order for the State to consider your Bid for award. Restate each specification listed in this section, followed by your response demonstrating that your Bid meets or exceeds the required specifications; provide model, part #, or description, as appropriate.

Award will be made by area for speakers, and design and installation services. Contractors must be able to provide equipment, and design and installation services for all counties in an area to be considered for award for that area, see Appendix A Area Map for information on what counties are in each area.

The Contractor must be responsible for storing all equipment and supplies until the date of installation. After design of the room for installation ITS must approve all equipment purchases. Prices for equipment other than the following must be priced using the discount from the manufacturer’s suggested retail price as entered in Price Schedule B. ITS reserves the right to request verification of MSRP at any time.
