About this file
This is a sign-in sheet for a pre-bid meeting and site visit related to Invitation to Bid (ITB) ENG/260395 for the Tuscawilla Alum Treatment System Removal project, administered by the City of Ocala, Florida, acting through Marion County. The project solicits sealed bids for demolition and removal services of existing alum stormwater treatment system equipment located at Tuscawilla Park, 475 NE 3rd Street, Ocala, Florida. The scope of work includes complete demolition and removal of all equipment, capping and abandonment of system connections, hauling away of all materials, and obtaining required demolition and right-of-way permits. The non-mandatory pre-bid meeting and site visit was scheduled for Tuesday, March 17, 2026, at 9:00 a.m. at the project location. Bids were due by April 2, 2026. The contractor must complete substantial work within 60 calendar days and achieve final completion within 7 additional calendar days from the Notice to Proceed, with mobilization required no later than 10 calendar days after notification. Liquidated damages of $100 per calendar day apply for delays beyond the specified completion date.
Qualified bidders must possess a minimum of five years of documented experience in stormwater treatment system equipment demolition, hold a valid Florida General Contractor license, and employ lead-safe practices throughout all demolition activities. The contractor is responsible for providing all materials, labor, and equipment in good working condition and must perform a minimum of 60 percent of the work with their own forces. Required bonding includes a 5 percent bid bond and a Public Construction bond equal to the bid amount. Insurance requirements mandate Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automotive Liability ($1,000,000 combined limit), Workers' Compensation per Florida statutory requirements, and Pollution Liability ($1,000,000 per claim/$2,000,000 aggregate) for three years post-completion. Contractor pricing must remain valid for a minimum of 90 calendar days after bid receipt, and a 5 percent retainage is held until project acceptance and final completion. An asbestos survey confirmed that no regulated asbestos-containing materials meeting NESHAP thresholds were identified at the site. Award will be made to the lowest responsive and responsible bidder meeting all stated requirements. The solicitation documents do not identify any specific set-aside designations or disadvantaged enterprise preferences.
