About this file
This is a Pre-Bid Sign-In Sheet for Invitation to Bid #CDS/260375, issued by the City of Ocala, Florida, for residential rehabilitation services at 1941 NW 5th Street, Ocala. The project encompasses comprehensive rehabilitation work including window and door replacement, plumbing upgrades, HVAC installation, electrical work, water heater replacement, flooring, attic insulation, kitchen cabinetry and countertops, interior repairs, interior and exterior painting, and termite treatment. The scope of work is detailed in multiple supporting exhibits including a detailed Work Write-Up (Exhibit C), Asbestos Survey Report (Exhibit D), Lead Inspection Report (Exhibit E), Mold Test Report (Exhibit F), and Elevation Survey Report (Exhibit G). A non-mandatory pre-bid meeting was offered to interested contractors prior to the bid deadline of February 9, 2026. Work must commence within ten calendar days of the City's Notice to Proceed and be completed within ninety days, with liquidated damages of $250 per calendar day for delays. A twelve-month material and labor warranty is required upon project completion.
Bidders must submit lump-sum pricing on a completed Exhibit B Price Proposal that includes all direct and indirect costs, an estimated permit allowance of $300, and pricing for all 13 mandatory line items, with optional items available for non-mandatory pricing. Qualifying contractors must be Florida-licensed General or Building Contractors with a minimum of three years of residential rehabilitation experience, maintain Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 per occurrence, and Workers' Compensation insurance as required by Florida law. Contractors must perform a minimum of 30 percent of work with their own forces. The project is funded through a grant program designated as GRNT SHIP CRA, which may carry certain community development compliance requirements. Supporting environmental testing indicates no asbestos-containing materials or lead-based paint above regulatory thresholds, but visible microbial growth requiring comprehensive remediation was identified in the northwest bedroom closet. Award will be made to the lowest responsive bidder meeting all specified requirements.
