About this file

This document consists of a technical drawing for the ITB Bear Creek Drive Waterline Seismic Retrofit Project, displaying detailed site plans and infrastructure specifications for a water utility improvement project. The drawing shows property locations and utility vault details along Bear Creek Drive, including rim elevation and invert elevation measurements for a concrete (CNC) pipe installation. However, there is a significant mismatch between this technical infrastructure project file and the related contract opportunity, which pertains to an educational equity coaching initiative for the Greater Albany School District under the Oregon Department of Education.

The related state and local contract opportunity is an ISP (Instructional Services Provider) Coaching solicitation issued by the Oregon Department of Education for the Greater Albany School District, with a not-to-exceed budget of $100,000 and a proposal response deadline of August 8, 2024, at 9:00 AM PST. The anticipated contract start date is Fall/September 2024. The coaching services focus on equity and culturally responsive pedagogy, with key deliverables including development of inclusive classroom practices, bias response protocols, and frameworks for critical conversations about race within the district's predominantly white teaching and leadership staff. The solicitation is open to pre-approved ISP vendors and will utilize a hybrid model combining in-person and virtual engagement. Vendor selection will be based on capacity, availability, experience, willingness to travel, and alignment with the district's original coaching request. No specific set-asides for disadvantaged enterprises are mentioned, and no information regarding incumbent vendors or technological infrastructure requirements is provided.

GENERAL NOTES 11

1) THE INTENT OF THIS PROJECT IS TO RETROFIT THE EXISTING

24' DI WATERLINE WITH JOINT RESTRAINTS SUCH THAT THE

ENTIRE SECTION OF WATERLINE ALONG BEAR CREEK DRIVE IS

CONTINUOUSLY RESTRAINED. THE SECTIONS OF PIPELINE

INDICATED TO BE RETROFITTED IN THESE PLANS ARE BASED

UPON THE ORIGINAL DESIGN DRAWINGS FOR THE

TALENT-ASHLAND-PHOENIX WATER INTERTIES PIPELINE AND

WATER SYSTEM IMPROVEMENTS, DATED JULY 14TH, 2000,

PREPARED BY MONTGOMERY WATSON. THE ORIGINAL DESIGN

DRAWING ARE INCLUDED AS AN APPENDIX TO THE BID

PACKAGE FOR REFERENCE, THE EXACT LENGTHS OF

EXISTING UNRESTRAINED PIPE, AND ANY STATED QUANTITIES

OF JOINT RESTRAINTS REQUIRED TO RESTRAIN THE PIPE,

ARE ESTIMATED BASED SOLELY ON THE ORIGINAL

CONSTRUCTION DRAWINGS. QUANTITIES WILL CHANGE

DEPENDING ON ACTUAL CONDITIONS FOUND IN THE FIELD

DURING POTHOLING BY THE CONTRACTOR.

2) RESTORE TRENCH PER DETAIL 1 ON SHEET D01.

3) WATER MAIN KEYNOTE 1 SHOWS THE APPROX LENGTH OF

PIPE TO RESTRAIN. AT EACH WORK LOCATION SHOWN ON

THESE PLANS, THE CONTRACTOR SHALL CONTINUE TO

EXCAVATE PIPE, IN BOTH DIRECTIONS BEYOND THE BOUNDS

SHOWN , UNTIL EXISTING RESTRAINTS ARE FOUND, TO

ENSURE ENTIRE PIPE IS RESTRAINED AT COMPLETION OF

PROJECT.

4) THE EX 24" DI TAP LINE IS COVERED IN CEMENT TREATED SOIL

OF VARIABLE DEPTH, WITH AN EXPECTED STRENGTH OF

APPROX 3000 PSI. AN APPROX 6' LAYER OF AC COVERS THE

CEMENT TREATED SOIL. THE CONTRACTOR SHALL BE AWARE

OF AND TAKE THIS INFORMATION INTO ACCOUNT WHEN

PERFORMING SAWCUTTING AND EXCAVATION WORK.

REMOVED FOR SPLIT BELL RESTRAINT OR FLEXIBLE 4

5) CONTRACTOR SHALL REPLACE ANY POL YWRAPPING @

EXPANSION JOINT INSTALLATION WITH NEW DOI

POL YWRAPPING MATERIAL. REFER TO DETAILS AND
