About this file

This is an Invitation to Bid (ITB) Pricing Submittal form issued by the Oregon Department of Fish and Wildlife (ODFW) for the construction of a new concrete floor at the Summer Lake Wildlife Area 6-bay garage facility in Lake County, Oregon. The project encompasses three primary bid line items: interior concrete slab installation (approximately 1,342 square feet), exterior concrete slab installation (approximately 460 square feet), and mobilization, demobilization, and bonding costs. A bid alternate is available for adding a 9'6" x 23' extension to the exterior concrete work. A mandatory pre-bid conference is scheduled for March 11, 2025, at 12:30 PM on-site, with written questions due by March 13, 2025, at 2:00 PM. Bids are due by March 20, 2025, at 3:00 PM. The project requires substantial completion by June 25, 2025, and final completion by June 30, 2025. Bidders must submit references from three similar projects completed within the last five years and must meet all technical specifications for concrete placement, reinforcement, and quality control.

Bidders must enter all pricing information on the provided submittal form or subsequent addenda, with failure to provide required information resulting in bid rejection. The project is estimated at $30,000 for bonding purposes, and prevailing wage requirements apply if the bid exceeds $50,000. The work is funded through a US Fish and Wildlife Service Formula Grant (F24AF02407) and is subject to Build America, Buy America Act requirements, mandating domestic material sourcing. Contractors must provide workers' compensation insurance and commercial general liability coverage of $1 million per occurrence and $2 million aggregate, obtain pay equity certification, and comply with disadvantaged business outreach provisions. Liquidated damages of $500 per day apply for failure to meet completion deadlines. ODFW reserves the right to increase, decrease, or remove bid items to meet budgetary constraints and will award based on the greatest monetary value obtainable within budget limitations. The 6-bay garage is eligible for listing on the National Register of Historic Places, requiring adherence to preservation guidelines during construction.
