The document is an Certified Disadvantaged Business Outreach Plan for an Invitation to Bid (ITB) issued by the State of Oregon, acting through the Oregon Health Authority, Health Systems Division, to establish a Trade Services Contract for the installation, lease, service, repair, monitoring, maintenance, calibration, and removal of Breath Alcohol Ignition Interlock Devices (BAIIDs) for Indigent Defendants under Oregon Revised Statutes (ORS) 813.602. The ITB number is S-44300-00010188. The outreach plan also requires bidders to indicate if they are certified under the COBID program and to provide lists of certified and non-certified firms they have had contractual relationships with in the past two years. Bidders must indicate whether they foresee any subcontracting opportunities for this procurement. If awarded the contract, the successful bidder would be required to report the identity of each subcontractor and the value of each subcontract to COBID.
