About this file
This is Amendment #1 to Invitation to Bid (ITB) #33916-13577 issued by the Tennessee Department of Mental Health Substance Abuse Services Moccasin Bend Mental Health Institute (MBMHI) for linen services. The amendment provides clarification on service specifications including: pickup/delivery schedule of Monday, Wednesday, and Friday between 9:00 AM and 12:00 PM, requirement for contractor-provided polyethylene-covered carts for clean linen delivery, provision of 300 cloth bags without drawstrings for soiled linen, and documentation requirements for sanitization procedures.
The contractor must include replacement costs for normal wear and tear in their piece price bid with no additional charges to the State. The contractor is required to provide and maintain 33 bulk linen carts (11 for clean linen, 11 for dirty linen at MBMHI, and 11 for contractor use) that will remain onsite at MBMHI, separate from the polyethylene-covered delivery carts. Previous vendor pricing information is available in an attached Exhibit A (not included in the amendment). The amendment becomes effective immediately upon release, with all other ITB terms and conditions remaining in full force and effect.

ITB # 33916-13577 IS AMENDED AS FOLLOWS:
1. State responses to questions and comments in the table below amend and clarify this ITB.
Any restatement of ITB text in the Question/Comment column shall NOT be construed as a change in the actual wording of the ITB document.
QUESTION / COMMENT STATE RESPONSE
1. “The piece price bid shall include the contractor’s cost to replace the product due to normal product loss and attrition from normal use, and wear and tear. No additional charge shall be levied for normal product loss or normal product use.” - Does this mean our price should include the cost for us to replace the sheets once they are old and dingy? Could you please clarify this condition?
Yes, the piece price bid should include the cost for the contractor to replace sheets and other linen items once they are no longer usable due to normal wear and tear. There will be no additional charge to the State for replacement due to standard product loss and attrition.
2. “The Contractor shall use carts covered in polyethylene for the delivery of clean linen to MBMHI.” - So once the linens are cleaned, folded and sealed, they need to be delivered in carts, which we provide?
Yes. Once linens are cleaned, folded, and sealed, they must be delivered in carts provided by the Contractor that are covered in polyethylene.
3. Are you able to share any information regarding the previous vendors pricing for this contract as a reference?
Yes. Please see Exhibit A attached hereto.
4. Condition 1 under Service Specifications. MWF Pick up /Drop off. Are those days set in stone or do they vary based on weekly volume?
The established schedule is Monday, Wednesday, and Friday, with delivery and pick-up occurring between 9:00 AM and 12:00 PM. This schedule is expected to be maintained, but emergency orders may be placed as needed at a mutually agreed-upon time.
5. Condition 12b under Service Specifications.
300 Bags shall be provided. Can you provide more details regarding the bags needed. Is there a certain size or material required?
The Contractor must provide 300 cloth bags without drawstrings for the return of soiled linen.
There are no specific size requirements, but the bags should be sufficient to accommodate the volume of soiled linen generated.
6. Condition 13 and 15 under Service specifications. Proof of sanitization of bins and linens. Is there a particular form or specific elements that need to be included in the certificate of sanitization?
There is no prescribed format for proof of sanitization of bins and linens, but the documentation should include details on sanitation procedures, chemicals used, cycle times, and any relevant industry compliance measures.

7. Condition 11 under Product Specifications. 33 Bins shall be provided by the contractor for the transportation of clean and soiled lines. This is a contractor cost, correct? Are these meant to be stored on site at the Hospital or at our facility? Are these the same carts lined in polyethylene that I asked about in the first email, or separate carts?
Yes, the 33 bulk linen carts (11 for clean linen, 11 for dirty linen at MBMHI, and 11 for Contractor use) are to be provided and maintained by the Contractor at no additional cost to the State.
Yes, the bulk linen carts are to remain onsite at
MBMHI.
These are separate from the polyethylene-covered carts used for delivering clean linen.
2. ITB Amendment Effective Date. The revisions set forth herein shall be effective upon release. All other terms and conditions of this ITB not expressly amended herein shall remain in full force and effect.
