INSTRUCTIONS TO BIDDERS
PROJECT: Remediation Activities – Interim Phase 2 Improvements 280 Mount Vernon Highway, Sandy Springs, Fulton County, Georgia
1.0 GENERAL
A. The project consists of providing all labor, equipment, materials, incidental work and construction methods necessary to complete the soil remediation activities as presented in the Soil and Groundwater Management Plan dated January 12, 2022, Prospective Purchaser Corrective Action Plan (PPCAP) Amendment No. 10 submitted to the Georgia Environmental Protection Division (EPD) on May 1, 2017, and the PPCAP Amendment No. 12 submitted December 21, 2020, prepared for the Sandy Springs Triangle Tract property. A copy of these reports are included as part of this bid package as documented in Section 1.1 below. These documents must be thoroughly reviewed and understood prior to a response to this bid package. Responding bids must include the total fee for meeting the requirements of these documents.
B. An estimated in place total of approximately 352 cubic yards (c.y.) (an estimated 529 tons using an estimated conversion factor of 1.5/c.y.) of impacted soil is required to be disposed of at an approved Subtitle D facility. This assumes an excavation with vertical walls, and does not include clean overburden soils or soils removed for sloping/benching requirements, if sloping/benching is the method proposed by the bidder. The soils are to be generated from one area of the Site. This area, referenced herein as Remedial Area 1, is shown on the figures provided in this Bid Package.
Laboratory analysis of soil samples collected from the Site have reported detectable concentrations of Resource Conservation and Recovery Act (RCRA) 8 metals, volatile organic compounds (VOCs), and semi-volatile organic compounds (SVOCs). The soil remediation activities at the Site are primarily driven by concentrations of benzene, toluene, ethylbenzene, and xylenes (BTEX) that exceed the derived residential Risk Reduction Standards (RRS), as described in PPCAP Amendment No. 12.
The following VOCs have been detected in soil to be removed at concentrations above applicable cleanup standards. These VOC concentrations in the soil to be removed for offsite disposal have ranged as follows:
o Benzene, Below Detection Limits (BDL) to 84 milligrams/kilogram (mg/Kg) o Toluene, BDL to 760 mg/Kg o Ethylbenzene, BDL to 210 mg/Kg o Xylenes, BDL to 1,260 mg/Kg
Note, other regulated constituents have also been detected in soil below applicable cleanup standards. In addition, these BTEX constituents are present in on-site groundwater.
Based on these results, the soils to be excavated are impacted with petroleum related constituents and additional characterization (to support landfill approval) is not anticipated unless the receiving landfill requires additional testing. Previous site characterization testing in the direct
Sandy Springs, Fulton County, Georgia area of remediation has not identified lead above background levels ranging from 7.89 to 27.4 mg/Kg which is below residential RRS.
Note, the constituents above are the only constituents that have been identified above EPD approved residential soil RRS/cleanup standards for the Site based on data acquired up to the date of issuance of this Instructions to Bidders. Other constituents have been identified during investigations of soil and groundwater conducted by United Consulting, as noted in the PPCAP, as amended.
Based on the delineation data obtained to date, overburden has been documented through sampling to be in compliance with residential RRS based on the future redevelopment use of the Site (this material is herein referenced as clean overburden). As illustrated on Figure 5, the vertical limits of the clean overburden is varied and ranges from approximately 3-4 feet bgs to 12-13 feet along the A-A’ (north-south) cross-section and from 3-4 feet bgs to 12-13 feet bgs along the B-B’ (east-west) cross-section. This overburden is likely associated with backfill from the former UST systems. This overburden, with samples with impact concentrations below RRS, barring no unforeseen conditions, can be excavated, stockpiled, and then preferentially re-used within the remedial area for backfill (provided it is geotechnically suitable) following the remediation activities.
As presented on Figures 4 and 5, the limits for the required remediation is estimated at various respective cardinal directions per depth zone based on the delineation sampling to date.
Additional sampling will be required in some directions at the time of remediation to establish the final limits. Below is a summary based on each sampling zone as shown on Figure 4:
a. Overburden Soils: Soils documented to be lower level impacted soils below residential soil RRS/clean-up standards that have been identified from depths up to 4 feet as shown.
These soils should be excavated and segregated for evaluation as future structural backfill under the direction of a Geotechnical Engineer.
b. Shallow Excavation (4-9 feet): Soil delineation identified defined excavation extents to the east, west, and south. Additional soil confirmatory soil sampling is required north between TMW-24-2N and TMW-27 at this depth zone.
c. Intermediate Excavation (9-13 feet): Soil delineation identified excavation extents to the east, west, and south. Additional soil confirmatory soil sampling is required north between TMW-24-2N and TMW-27. Of note, TMW-27 is identified as a clean confirmatory sample point for this depth interval.
d. Deep Excavation (13 feet to water table): Soil delineation identified a defined extent of excavation to the west at TMW-24-2W. Boundaries to the north, east, and south are estimated half the distance between the furthest delineation sample and the outmost temporary monitoring well with a soil sample below residential soil RRS. Additional soil confirmatory soil sampling is required north, east, and south.
e. Water Table: The vertical limit for soil remediation is the top of the groundwater table. In August 2020, the approximate groundwater depth in this area was 22 feet (with a corresponding elevation of approximately 1068 feet above mean sea level (msl)). The
Sandy Springs, Fulton County, Georgia depth of the groundwater in this area will be measured at existing monitoring wells in the area prior to the onset of the removal activities. As the monitoring wells exist, additional depth to groundwater gauging can be conducted during the pre-bid meeting. These measured depths will set the total depth for the soil remedial effort. Once those measurements are recorded, the monitoring wells require abandonment by the Environmental Consultant prior to remediation activities that may disturb them.
C. The selected Contractor shall be responsible for Site preparation, excavation, treatment (if necessary), soil disposal, backfilling, and Site restoration.
D. The work will be conducted under the provisions of a Contract executed between the selected
Contractor and the Owner.
E. The Bidder’s bid shall be based on the Scope of Work (SOW) discussed herein and as described in the documents described in Section 1.1 below.
F. The bidder must provide a detailed approach to the executing the work and sequence of events to complete the work in the form of a Gant Chart. The bid will not be considered complete for evaluation without these items.
G. The Bidder must provide the cost requested on the Bid Form for each Bid Item. The bid will not be considered complete for evaluation without this item.
H. By accepting this Request for Bid, the Bidder hereby acknowledges and agrees to maintain the contract documents in a confidential manner in accordance with the terms of the contract documents.
