About this file
This document is an amendment to an Invitation to Bid (ITB) issued by the Tennessee Department of Mental Health and Substance Abuse Services for the installation of UL 752 Level 5 Ballistic Glass around the reception desk at the Western Mental Health Institute in Bolivar, Tennessee. The project includes furnishing all materials, equipment, tools, and labor required to perform the installation, which must extend from the countertop to the base of existing light fixtures, covering an area of approximately 30 feet around. The installation must include pass-through areas in ADA sections and a means for communication between staff and visitors. The project may also require extending the counter in front of the ADA section by approximately 12 inches and possible reinforcement of the area below the counter to support the added weight.
The total estimated maximum liability for this purchase is $85,000, and the contract will be awarded to the lowest cost respondent meeting all requirements and criteria set forth in the ITB. Respondents are strongly encouraged to visit the site to take exact measurements and examine the premises to become familiar with any problems or unusual circumstances, as no allowances will be made for errors in quotations due to any respondent not visiting the site prior to submitting their response.

ITB # 33912-13405 – Amendment # 2 Page 1 of 1
STATE OF TENNESSEE
DEPARTMENT OF MENTAL HEALTH AND SUBSTANCE ABUSE SERVICES
INVITATION TO BID # 33912-13405
AMENDMENT #2
FOR BALLISTIC GLASS INSTALLATION
DATE: August 16, 2024
ITB # 33912-13405 IS AMENDED AS FOLLOWS:
1. State responses to questions and comments below amend and clarify this ITB.
Any restatement of ITB text in the Question/Comments shall NOT be construed as a change in the actual wording of the ITB document.
QUESTION / COMMENT STATE RESPONSE
1. We work extensively for the Federal Government and county and state facilities across the US. However, we are not a Tennessee contractor and have no business reason to become one. Is this an absolute mandatory requirement?
Yes, please see Terms and Conditions Section 3.22.
2. Your RFP specifies UL Level 5 glass. This glass is extremely heavy. Is your existing counter reinforced in such a way to support this weight?
The State does not know if the existing countertop is reinforced in such a way to support the ballistic glass. Therefore, the State included “the area below the counter may need to be reinforced to hold the added weight from the installation of the ballistic glass”. If the contractor believes reinforcement is needed, the costs related to that should be included in the bid.
All Respondents are strongly encouraged to visit the site to take exact measurements and examine the premises to become familiar with any problems or unusual circumstances. No allowances will be made by the State for errors in quotations due to any respondent not visiting the site prior to submitting their response, and respondents shall be responsible for their own measurements.
3. There is no mention in your RFP for hardening the desk/counter itself. Is this desk already anti-ballistic? If not, having anti-ballistic glass and an unprotected desk will create a dangerous situation for your employees. Only the first shot goes into the glass, then everyone drops to the floor and the shooter begins shooting through the furniture.
No, the existing desk/counter itself is not anti-ballistic. For this ITB, the State is only seeking installation of ballistic glass (and reinforcement of the counter if it’s determined by the Contractor that reinforcement is needed due to the weight of the ballistic glass).
4. Part of our service includes professional evaluation and assessment of your current situation and your goals. We can review what you have and make recommendations, which will produce the desired result. Are you open to
The State is only requesting and accepting bids for services outlined in the ITB.
ITB # 33912-13405 – Amendment # 2 Page 1 of 1 professional recommendations?
2. ITB Amendment Effective Date. The revisions set forth herein shall be effective upon release.
All other terms and conditions of this ITB not expressly amended herein shall remain in full force and effect.
