About this file
This is Amendment #1 to ITB #32801-13898, issued by the Tennessee Department of Wildlife Resource Agency (TWRA) on May 12, 2026, for the Flintville Hatchery Pipe Repair project. The amendment provides official responses to 20 bidder questions and clarifications, confirms that revised bids may be submitted based on updated specifications, and references an updated Release #2 version of the ITB with highlighted revisions. The project involves the installation of 1,500 feet of 12-inch SDR 35 pipe supplied by TWRA, including excavation, grading, pipe installation with stone encasement, pressure testing, road crossing repairs with concrete pavement, construction of an 80-foot exposed suspended pipe section over a creek, and grass restoration. All work must be completed by July 31, 2026, with construction limited to June and July 2026. The mandatory site visit occurred on April 28, 2026, at 10:00 AM Central Time, and the original bid submission deadline was May 8, 2026, at 2:00 p.m. CDT through the State of Tennessee's EDISON Supplier Portal. The amendment effective date is upon release, and all other terms and conditions of the original ITB remain in full force and effect.
Key clarifications provided in the amendment include: a project budget estimate of $129,500.00 (with an engineer's estimate range of $127,500.00 to $135,000.00), confirmation that no union labor requirements, bid bond, or liquidated damages apply to the contract, and approval for contractor tree removal to access the work area. The amendment confirms that no fiberglass grating is required, updates shop drawing requirements to focus on product data for materials such as ductile iron pipe and concrete ready mix, provides references to appendices for pipe support details and joint restraint specifications, and removes the warranty section from the specifications. Questions regarding road closure authority, traffic control requirements, road base thickness, curing duration, and discharge/bypass structure specifications are addressed by reference to updated specification sections. The state will award the contract to the lowest-cost responsive and responsible bidder, with payment contingent upon completion and approval by TWRA's Engineering Division and a minimum one-year standard manufacturer's warranty required.
