About this file

This is Amendment #1 to ITB #32801-13898, issued by the Tennessee Department of Wildlife Resources Agency (TWRA) on May 12, 2026, regarding competitive bidding for pipe repair and installation services at the Flintville Hatchery in Lawrence County, Tennessee. The project involves the installation of 1,500 feet of 12-inch SDR 35 pipe (supplied by TWRA), including excavation of a 24-inch-wide by 30-inch-deep trench, pipe installation with stone encasement, pressure testing, road crossing repairs with concrete pavement, construction of an 80-foot exposed suspended pipe section over a creek, and grass restoration. The original solicitation opened April 17, 2026, with a mandatory site visit held on April 28, 2026, at 10:00 AM Central Time, written questions due April 29, 2026, and bid submission deadline of May 8, 2026, at 2:00 p.m. CDT through the State of Tennessee's EDISON Supplier Portal. All work must be completed by July 31, 2026, with construction activities limited to June and July 2026. This amendment clarifies specifications, addresses bidder questions, and allows contractors to submit revised bids based on the updated specifications and responses provided.

The amendment establishes an estimated project budget of $127,500.00 to $135,000.00, with the state acknowledging a construction cost estimate of $129,500.00. Bidders must provide unit pricing on an F.O.B. destination basis, with all costs including labor, materials, overhead, and applicable taxes borne by the contractor. The amendment clarifies that there are no union labor requirements, no bid bond requirement, and no liquidated damages provisions. Required qualifications include a valid contractor's license, Department of Revenue registration, proof of non-debarment status, Iran Divestment Act certification, workers' compensation and general liability insurance, and shop drawing approval from TWRA's Engineering Division prior to construction. The amendment confirms that TWRA grants approval for tree removal to access the work area, clarifies specifications regarding pipe depth variations, road base thickness, traffic control, pipe supports, and discharge structures. Contract award will be made to the lowest-cost responsive and responsible bidder, with payment contingent upon completion and approval by TWRA's Engineering Division and a minimum one-year standard manufacturer's warranty required.
