About this file

This document is an Invitation to Bid (ITB) # 32801-13684 issued by the State of Tennessee Wildlife and Resources Agency for Duty Belts and Accessories, dated August 8, 2025. The ITB provides a questions and comments document addressing potential bidder inquiries about the procurement. The solicitation requires respondents to bid on all items detailed in the event, with no substitutions permitted. Specifically, the agency is seeking duty belts and related accessories, with a preference for maintaining consistency with existing law enforcement uniform items.

The document reveals that the state is specifically seeking Safariland duty belts and will not accept alternative products, even when vendors propose potentially innovative designs. In one specific example, a vendor proposed a duty belt designed to reduce nerve pressure and discomfort for officers, but the state rejected the substitution, emphasizing the need to continue with the requested Safariland belts to ensure operational consistency, reliability, and alignment with professional duty requirements. The ITB amendment becomes effective immediately upon release, with all other terms and conditions remaining unchanged.

ITB # 32801-13684 – Questions and Comments Page 1 of 1

STATE OF TENNESSEE

WILDLIFE AND RESOURCES AGENCY

INVITATION TO BID # 32801-13684

QUESTIONS AND COMMENTS

Duty Belts and Accessories

DATE: August 8, 2025

1. State responses to questions and comments in the table below amend and clarify this ITB.

Any restatement of ITB text in the Question/Comment column shall NOT be construed as a change in the actual wording of the ITB document.

Are substitutions allowed for comparable products?

No. Substitutions will not be permitted for this event.

Would be able to bid on specific items that we could provide or would we need to be able to provide every single product listed on the bid?

Respondents are required to bid on all items detailed on the event.

Please refer to ITB 32801-13684 Specifications document, Section 3.B.

Section 5.D. General Requirements states “If the mandatory manufacturer is not available, substituted items shall be of equal quality and be approved by the State Entity. Mandatory items provided for continuity of style, color, quality, etc. with pre-existing law enforcement uniform items.”

We have a duty belt that we feel is 100% better than all other duty belts out there, for the reason that our duty belt does not put pressure on the nerve that goes from the hip to the groin area. Other duty belts put great pressure on this nerve which amounts to great discomfort and pain for the officers. Our duty belt has been developed to look after the well being of officers.

What do I need to do to get our duty belt approved so we can submit a bid with our duty belt?

Substitutions will not be permitted at this time.

The Flex Combat Battle Belt, while potentially effective for tactical or combat scenarios, is less aligned with the needs of standard law enforcement duties due to its bulkier design, combat-focused features, and potential for reduced stability or compatibility with existing equipment.

Substituting it could lead to operational inefficiencies, increased training needs, and reduced user satisfaction, particularly for officers requiring a reliable, comfortable belt for extended shifts.

Continuing with the requested Safariland belts ensures consistency, reliability, and alignment with professional duty requirements.

2. ITB Amendment Effective Date. The revisions set forth herein shall be effective upon release. All other terms and conditions of this ITB not expressly amended herein shall remain in full force and effect.
