About this file
This is Amendment 1 to Invitation to Bid (ITB) 32701-13935 issued by the Tennessee Department of Environment and Conservation for the installation of a commercial playground at David Crockett State Park in Lawrenceburg. The project scope includes site preparation with topsoil removal and gravel base installation, a composite multi-level tower structure, swing frames, an ADA-compliant full ramp system, ancillary play components, approximately 100 pieces of plastic playground border, and approximately 8,321 square feet of engineered wood fiber surfacing. The amendment confirms updated ITB schedule dates, with the pre-response conference held on June 24, 2026 at 10:00 a.m. CT, written questions due by June 26, 2026 at 2:00 p.m. CT, and bids due July 15, 2026 at 2:00 p.m. CT. The amendment clarifies critical scope responsibilities, confirming that the contractor is responsible only for removal of the tree stump, while the State will handle removal of other existing site elements including a picnic table, concrete pad, and volleyball poles. The State will also construct the ADA access bridge, with the contractor required to provide the connecting ramp to the playground area. All work must be completed by December 30, 2026.
The estimated maximum liability for this project is $90,000, and bids must be submitted on an F.O.B. destination basis with delivery charges included. Contractors must possess an active Tennessee Building Contractor License with specialty playground installation designation (S-Playground Installation, BC-b(sm), BC-B, BC-C, or BC-7 classification). A payment bond equal to 25 percent of the maximum liability is required. Standard insurance requirements include workers' compensation, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000. Approved playground equipment brands include Kompan, Landscape Structures, Superior Recreational Products, Bliss Products, Henderson, Play and Park, Burke, Gametime, Playworld, Playcore, and Carnes Recreation, with all equipment required to comply with ASTM F1487 and CPSC Public Playground Safety Handbook standards. The amendment provides a higher-resolution Pictures & Drawings PDF and confirms that union wages are not required, site inspection is mandatory, and workmanship must be warranted for not less than one year from final inspection.
