About this file
This is a specifications document for the Tennessee State Historic Sites Program regarding maintenance and restoration work at Wynnewood State Historic Site in Castalian Springs, Tennessee. The project encompasses multiple work components including road-facing fence replacement (approximately 2,225 linear feet of wood fencing using rough-cut white oak with black asphalt paint finish), gate replacement and restoration (four gates total—three new double gates following Hoover Fence X-Rail design and one existing gate restoration), fenceline and vegetation clearing (approximately 650 linear feet of fence removal with stump grinding and site restoration), Spencer Cabin exterior repairs using Secretary of the Interior approved methods, Lick repairs involving removal of a flagpole and concrete stairs, and groundhog damage repairs at three locations. Bidders are strongly encouraged to conduct site visits between May 14-15 from 9:30 a.m. to 4:30 p.m. CST by contacting Sydney Loomans at 615-253-7266. The project begins after Phase 1 investigations are complete, with the Division of Archaeology potentially supervising ground disturbance activities. Primary contacts are David Britton (931-434-6028) and Bobby Cooley (629-395-8012) from the Tennessee State Historic Sites Program, and Site Director Tonya Staggs (615-838-9751) for scheduling purposes.
The specifications document emphasizes that contractors bear sole responsibility for verifying all field measurements and providing complete and accurate bids, with no grounds for price adjustments, change orders, or additional compensation claims after contract award based on failure to conduct site visits. All work areas must remain safe and debris-free with public access restricted until completion. Materials specified include rough-cut white oak for fencing, Gardner Black Beauty asphalt fence paint, black hardware kits, Sherwin Williams Latitude Exterior Acrylic Latex paint for cabin repairs, Sarco Dual Glaze oil-based glazing for windows, and specific herbicides for vegetation management. Corner and end fence posts must be set in concrete, while gate terminal posts require eighteen-inch diameter holes with concrete poured to six inches below surface. All unused paint, fasteners, and other products must be left onsite upon project completion.
