About this file

This addendum document modifies the original ITB 2627-05 solicitation issued by the Town of Cheshire, Connecticut for construction of a timber pedestrian bridge and associated infrastructure at Mixville Park. The project encompasses installation of timber bridge structures and two outlook platforms connecting the Upper and Lower Mixville Ponds, relocation of existing stone slab pathways, installation of helical pile foundations, construction of precast concrete abutments, implementation of sedimentation and erosion control measures, restoration of disturbed areas, and establishment of permanent turf cover. The original bid submission deadline was November 3, 2026 at 11:00 a.m. EST, with a non-mandatory pre-bid conference scheduled for October 22, 2026 at 11:00 a.m. at the existing Upper Pavilion. Vendor questions were due October 26, 2026 at 4:00 p.m. EDT. Inquiries should be directed to Phil Straker, Town of Cheshire, 84 South Main Street, Cheshire, CT 06410, 203-271-6650, or pstraker@cheshirect.gov.

The solicitation is open to all qualified contractors with no stated set-asides or preference programs. Pricing terms are to be vendor-specified under Free On Board Destination delivery terms. The addendum document provides modifications or clarifications to the original solicitation requirements, specifications, or conditions; specific details of the modifications are contained within the addendum itself and should be reviewed in conjunction with the original ITB documentation. No estimated contract value, incumbent contractor information, or contract renewal options are stated in the available solicitation materials.

MIXVILLE PARK PEDESTRIAN BRIDGE

ITB #2627-05

ADDENDUM NO. 2

October 27, 2026

NOTICE TO ALL BIDDERS:

The attention of all bidders submitting proposals for this ITB is called to the following Addenda to the specifications and plans. The items set forth herein, whether of omission, addition or substitution are to be included in, and form part of the specifications and plans of the above-named project for bids to be received as advertised.

The following clarifications, modifications, deletions and additions are hereby incorporated into and become part of the Contract Documents.

RESPONSES TO QUESTIONS RECEIVED:

Question 1: Given that the unconfined in stream work is allowed between 6/1 and 9/30 what is the expected Notice To Proceed date?

Response 1: The anticipated Notice to Proceed is not dependent on the June 1 through September 30 unconfined in-stream work window. The in-stream work is limited to installation of the helical piles and removal of the stone pads. These activities involve no excavation and are expected to generate only minimal spoil, which can be removed manually. Therefore, this work may be performed outside the stated in-stream work window. We anticipate Notice to Proceed at the end of November 2026.

Question 2: Is the helical pile contractor required to provide a PE Stamp on the design of the pile system within the submittals?

Response 2: The Contractor shall provide design calculations and drawings sealed by a Professional Engineer if the proposed helical pile system differs from that shown on the Contract Documents.

The Contractor remains responsible for determining the required pile lengths based on the design loads shown on the Contract Documents. Required pile capacities and embedment depths shall be verified during installation using installation torque measurements in accordance with the manufacturer's recommendations and the Contractor's design.

Question 3: Is the helical pile contractor required to carry the cost of test borings within their pricing to be able to design and PE stamp their submittal?

Response 3: Any supplemental geotechnical investigation deemed necessary to support the Contractor's means, methods, design, or pricing shall be the Contractor's responsibility and shall be performed at no additional cost to the Owner.

Question 4: It was mentioned at the pre-bid meeting that a 10’ pile embedment could be assumed to provide the required loading. Should the helical pile contractor assume this length as the basis of design & pricing? If the site conditions require a longer pile embedment how will the contractor be compensated for the additional work?

Response 4: The Contractor shall be responsible for determining the required helical pile lengths necessary to achieve the specified design capacity. An embedment depth of approximately 10 feet is anticipated; however, this depth is not guaranteed, and actual pile lengths may be shorter or longer depending on field conditions. Installation torque measurements shall be used to verify pile capacity. No additional compensation will be provided for pile lengths exceeding 10 feet.

Question 5: Does the helical pile contractor need to carry any cost within the bid pricing for removing subsurface obstructions?

Response 5: The contractor shall bear all costs associated with the helical pile installation, which includes any removal of subsurface obstructions, if encountered.
