About this file

This is an Invitation to Bid (ITB) for Lawn and Landscape Maintenance services issued by the Metropolitan Library System (MLS) in Oklahoma County, Oklahoma. The solicitation seeks a vendor to provide comprehensive lawn and grounds maintenance for twelve permanent library locations, including weekly mowing, edging, weeding, trimming, fertilizing, weed and insect control, mulching, seeding, and core aeration. The bid is due on October 2, 2025, at 2:30 PM, with a mandatory pre-bid meeting scheduled for September 23, 2025, at 9:00 AM. The contract will commence on or about November 1, 2025, and end on October 31, 2026, with potential renewal options for two additional one-year intervals.

The pricing structure includes two primary components: Pricing Schedule A for Mowing/Seasonal Maintenance and Pricing Schedule A.1 for Fertilizer and Weed Control. The total contract value will be determined by summing these schedules, with payment made in 12 equal monthly installments. The MLS will evaluate bids based on multiple factors including experience, references, educational background, and price, with preference given to vendors with educational credentials in fields like Turfgrass Management, Landscape Management, or Horticulture. The solicitation also includes a local vendor preference policy, which may provide advantageous consideration to Oklahoma County residents and vendors when all other bid factors are equal, with a maximum differential of 5% or $1,000.
