About this file
This is an Addendum 1 to Invitation to Bid (ITB) 26-16 issued by the Town of Groton, Connecticut, for the removal and disposal of fats, oils, grease, and grit from the Water Pollution Control Facility. The scope of work encompasses grit removal from two grit chambers twice per year, grease removal from one wet well at least once annually, and grit and grease removal from twelve town-wide pump stations with varying frequencies. Contractors must provide all labor, equipment, safety gear, and confined space entry equipment in compliance with OSHA standards, with a minimum two-person crew and coordination with the Water Pollution Control Department requiring at least 24 hours advance notice and scheduling between 7:00 a.m. and 2:30 p.m. Sealed bids are due by 2:30 p.m. on May 1, 2026, at the Purchasing Office, 45 Fort Hill Road, Groton, CT 06340. Site visits are permitted prior to bid submission. The contract term is effective from the date of award through June 30, 2027, with historical service requirements averaging 15 days of non-emergency work annually. Inquiries should be directed to Karl Klein at 860-441-6681 or kklein@groton-ct.gov.
The current incumbent vendor is Environmental Services Inc., with current payments totaling $27,310 against a purchase order value of $35,000; the Town anticipates increasing this amount due to scheduling constraints experienced in the past year. Bid proposals are firm-fixed for one year with no year-over-year price increase provisions, and the Town will evaluate multiple factors including price in making its award decision. Contractors must submit equipment volume capacity, per-day charges for equipment and crew, disposal charges per ton for dewatered grit and grease/sewer water, disposal locations, and three client references. Insurance requirements include general liability of $1,000,000 per occurrence, auto liability of $1,000,000, and workers' compensation at statutory limits, with the Certificate of Insurance addressed to the Purchasing Department, Town of Groton, 45 Fort Hill Road, Groton, CT. The Town is tax-exempt and will not pay bid or performance bonds. Local vendor preference applies whereby qualified local vendors submitting prices no more than 5 percent higher than the lowest bid may be awarded the contract if they match the lowest price. Prevailing wage is not included in the contract, and payment shall be made within 30 days of 100 percent delivery and acceptance of satisfactory services on a Free On Board Destination basis.
