About this file

This is an Invitation to Bid (ITB) document issued by the Town of Groton, Connecticut, through its Water Pollution Control Division, for the procurement of sodium hypochlorite solution. The Town seeks to establish a vendor relationship for an annual supply of approximately 20,000 to 30,000 gallons of 15% sodium hypochlorite solution, with bulk shipments ranging from 2,000 to 3,000 gallons per delivery. All deliveries must be made to the Water Pollution Control Facility located at 170 Gary Court, Groton, Connecticut, within a delivery window of 7:30 a.m. to 2:00 p.m. upon 24-hour notice. The solicitation opened on April 1, 2026, at 8:30 a.m. EDT, with sealed bids due by May 1, 2026, at 2:30 p.m. EDT to Karl Klein, Purchasing Agent, at Groton Town Hall, 45 Fort Hill Road. The contract term extends through June 30, 2027, with no renewal options specified. Prospective bidders must submit a bid form, company information sheet, references, and product safety data sheets, and may be required to provide product demonstrations.

Pricing shall be quoted on a per-gallon basis with delivery included on an FOB Groton, Connecticut basis, and all prices must remain firm through each delivery date with no price adjustment provisions. The Town of Groton, as a tax-exempt municipality, will not include applicable taxes in vendor pricing, and the Town will complete any required tax exemption forms within its legal parameters. A local vendor preference policy applies, whereby qualified local vendors submitting prices not more than 5% higher than the lowest bid may be given the opportunity to match the lowest price. Bidders must certify they are not delinquent on Town property taxes or fees and must comply with applicable federal, state, and local regulations, including affirmative action and equal employment opportunity requirements. No bid bonds or performance bonds are required. Payment will be made within 30 days of acceptance, defined as 100% delivery of satisfactory merchandise complying with specifications. The Town reserves the right to accept or reject any and all bids and may award the contract in whole or in part. Inquiries should be directed to Karl Klein at 860-441-6681 or kklein@groton-ct.gov.
