About this file

This document is Addendum No. 1 to ITB 26-14, issued by the City of Oviedo, Florida on February 17, 2026, in response to bidder inquiries regarding the Riverside Park Parking Lot Resurfacing project located at 1600 Lockwood Blvd, Oviedo, FL 32765. The scope of work includes milling and resurfacing, pavement reconstruction, pavement markings, sidewalk and curb work, parking stop installation, and maintenance of traffic. The project encompasses 24 line items with significant quantities including 6,730 square yards of milling existing asphalt pavement, 427 tons of superpave asphaltic concrete, 2,513 linear feet of sediment barrier, and 48 parking stops to be removed and reset. The addendum must be acknowledged on page 23 of the original ITB packet dated February 8, 2026, with failure to do so resulting in bidder disqualification. The City anticipates project completion in two phases while maintaining at least one park entrance open at all times, with work allowed to occur overnight if necessary.

Key clarifications provided in the addendum address scope-of-work questions and bidder qualifications. The City will remove the referenced drain pipe in the landscape area and make proper drainage adjustments prior to construction commencement. FDOT prequalification is recommended but not a mandatory requirement if bidders adhere to design plans. Bidders should price only the specifications called out in the plans and should not include costs for removing or replacing concrete sidewalk panels, curbing, or park stops marked with yellow or orange paint, as these items are not part of the contract scope. The revised bid form (Attachment I) corrects discrepancies between the itemized bid items and the Summary of Pay Items Sheet, ensuring accurate line-item numbering for all FDOT pay items. Receipt of the addendum and completion of the revised bid form are required components of bid submission.

ITB 26-14: Riverside Park Parking Lot Resurfacing

Addendum No. 1

February 17, 2026

To Prospective Bidders and Others Concerned:

This Addendum is in response to questions from interested bidders and forms a part of the ITB documents dated February 8, 2026, for the above referenced ITB. Please note, questions are recorded as they are received, including grammar and spelling errors.

Receipt of this addendum must be acknowledged on page 23 of the original ITB packet. Failure to do so will subject the Bidder to disqualification.

QUESTIONS AND ANSWERS:

1. Will this need to be done in phases to keep the park open?

Response: This project will need to be completed while always keeping at least the north or south entrance open. Work will be allowed to take place overnight if needed.

2. Please confirm that Oviedo public works is removing the existing drain pipe shown on Sheet 9 during construction?

Response: The drainpipe referenced on sheet 9 in the landscape area will be removed by the City, and will make the proper drain adjustments prior to work commencing.

3. Can you please update the fdot pay items in the bid tab because they are off by 1 item.

Response: See attached Revised Bid Form

4. Good morning. I am inquiring about a discrepancy between bid form 00300-5 itemized bid items and Summary of Pay Items Sheet 3. The item numbers between these two forms do not match. Which one is correct? I believe it is the summary of items, so will we be issued a new bid form of itemized pay items?

Response: See attached Revised Bid Form

5. During the pre-bid meeting it was stated that all bidders must be FDOT prequalified. We have done several jobs like this one, with similar size and scope, but they did not require FDOT prequalification. Some of those jobs may have even used FDOT specs in their design, but did not require FDOT prequalification. Will you please reconsider if the FDOT prequalification will be required to bid on this project.

Response: FDOT prequalification is recommended but will not be a requirement for the project if the design plans are adhered to.

6. During my visit to the job site after the pre-bid meeting, I noticed several sections of cracked or damaged concrete that were marked with yellow paint. For the best results, those sections of concrete should be replaced before the asphalt work begins. Has the City contracted with another company to have that work done before, during, or after the work included in ITB 26- 14? If not, should we include the cost of demolishing and replacing the concrete marked with the yellow paint in our bid?

Response: The damaged concrete sidewalk panels marked in yellow is for staff reference only. Please include only the referenced specs in your bid.

7. On the south side of the property, there is a curb that is damaged and marked with orange paint. There are also some sections of concrete sidewalks along Lockwood Blvd. that are damaged and marked with orange paint. Should we include demolishing and replacing any of these sections marked with orange paint in our bid?

Response: Do not include any replacement of sidewalk panels or curbing that is marked. Only price out the called out specs per the plans.

8. How many phases will be required for this project? Mobilization costs will be affected if it is only 2 phases rather than 3.

Response: The City is anticipating 2 phases, as we will require at least one of the entrances to remain open at all times.

9. Near the skatepark there is a lot of damaged curb that will likely be disrupted during milling and will need to be replaced. Please confirm if the curbs are to be included in our bid.

Response: Please bid out the project per the design and specifications.

10. There are some damaged park stops that will crumble when removed. Are we to only include 22 new park stops?

Response: Please bid out the project per the design and specifications.

11. Please clarify that the drain will be removed by City of Oviedo Public Works during our construction.

Response: The City will remove the referenced drain during construction in the landscape area.
