ITB 26-032-PW Bid Tab Summary
This bid tabulation document is associated with an Invitation to Bid (ITB) issued by the Eugene Water & Electric Board (EWEB) in Lane County, Oregon, for the Myoak Drive and River Road Water Main Replacement project. The project scope encompasses the installation of approximately 1,150 linear feet of 8-inch diameter ductile iron pipe water main, five 8-inch diameter gate valves, 400 linear feet of 2-inch diameter HDPE pipe, two fire hydrant assemblies, 26 service connections with associated fittings, sanitary and storm sewer line repairs totaling 130 linear feet, and concrete and asphalt restoration work with erosion control measures. Sealed bids were due by March 17, 2026, with the Notice to Proceed anticipated on April 10, 2026. Substantial completion is required by August 31, 2026, and final completion by September 30, 2026. All prospective bidders must be registered and bonded with the Oregon Construction Contractors Board or Landscape Contractors Board at the time of bid submission and must demonstrate relevant experience through three projects involving ductile iron pipe installation and three projects involving waterline installation in a roadway completed within the past five years.
Bid evaluation prioritizes the lowest responsive and responsible bidder meeting all specifications and requirements. A bid bond of 10 percent of the total bid amount is required for bids exceeding $100,000, with performance and payment bonds required at 100 percent of the contract value upon award. Liquidated damages are assessed at $400 per day for failure to achieve substantial completion by August 31, 2026, and an additional $400 per day for failure to achieve final completion by September 30, 2026. The engineer's estimate for the project is approximately $400,000. The project is subject to Oregon prevailing wage requirements and equal employment opportunity and affirmative action requirements applicable to all public works contracts. EWEB will provide special inspection services including compaction testing and disinfection/water quality testing, while the contractor assumes responsibility for all other testing, construction staking, as-built surveys, erosion and sediment control plan submission, and tracer wire continuity testing.
