About this file
This is Addendum No. 1 to Invitation to Bid (ITB) 26-032-PW issued by the Eugene Water & Electric Board (EWEB) for the Myoak Drive and River Road Water Main Replacement project in Eugene, Oregon. The project involves the replacement of water main infrastructure on two roads and includes installation of 767 linear feet of 8-inch diameter ductile iron pipe, five 8-inch diameter gate valves, 400 linear feet of 2-inch diameter HDPE pipe, two fire hydrant assemblies, 26 service connections with associated fittings, sanitary and storm sewer line repairs totaling 130 linear feet, concrete and asphalt restoration work, and erosion control measures. The bid opening is scheduled for Tuesday, March 17, 2026, at the EWEB Roosevelt Operations Center. The Notice to Proceed (NTP) is anticipated on April 10, 2026, with substantial completion required by August 31, 2026, and final completion by September 30, 2026. The addendum modifies the original bidding documents, including revisions to the drawing package, removal of the City of Eugene right-of-way permit requirement, and changes to bid form line items. Bidders must acknowledge receipt of the addendum by signature and return it with their bid response or by circling the addendum number on the bid form.
The engineer's estimate for the project is approximately $400,000. A bid bond equal to 10 percent of the total bid amount is required for bids exceeding $100,000, with performance and payment bonds required at 100 percent of the bid amount upon contract award. Liquidated damages are assessed at $400 per day for failure to achieve substantial completion by August 31, 2026, and $400 per day for failure to achieve final completion by September 30, 2026. Bidders must be registered and bonded with the Oregon Construction Contractors Board or Landscape Contractors Board at the time of bid submission and must demonstrate relevant project experience, specifically three projects involving ductile iron pipe installation and three projects involving waterline installation in a roadway within the past five years. EWEB will provide special inspection services including compaction testing and disinfection/water quality testing, while the contractor is responsible for all other testing, construction staking, as-built surveys, erosion and sediment control plan submission, and tracer wire continuity testing. Oregon prevailing wage requirements apply, and the contract is subject to equal employment opportunity and affirmative action requirements.

ADDENDUM #1
Myoak Drive and River Road – Water Main Replacement
ITB 26-032-PW
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
Questions and Answers Q. What is the engineer’s estimate for this project?
A. The engineer’s estimate is approximately $400,000.
Q. The desired substantial completion date is listed as June 10th, and final completion is listed as September 30th.
Is one of these a typo? That is a abnormally large spready for a project this small. With NTP not being anticipated until April 10th, and not all of the products required to complete the project being off the shelf, that would give a contractor a pretty short window to complete this project, especially when one takes product submittal review and order lead time into account.
A. The substantial completion date is hereby changed to August 31, 2026 and the final completion is September 30, 2026 per the attached Section 00400 – Bid Form – Revision 1.
Q. If a contractor can provide 3 pipeline projects that include installation of DI pipe beneath a roadway within the last 10 years would that be sufficient? What if we can provide projects where we have installed ductile iron pipe (not under the roadway) and installed non-ductile iron pipe under a roadway within the last 5 years?
A. A combination of 3 projects installing ductile iron pipe AND 3 projects involving installing waterline in a roadway within 5 years will be acceptable.
Q. Your specials modify spec 00700 B.7.3 so that the owner bears the cost of inspections instead of the contractor. Will this be inclusive of all acceptance testing including: TV and Mandrel of repaired sewer, pressure testing new water, and bug testing of water lines?
A. Per Section 1.03 of Specification 1014 -Work Coordination, sequencing and schedule, EWEB is responsible for disinfection and water quality testing. EWEB will also provide special inspection services, i.e. compaction testing, but all other testing such as mandrel testing and pressure testing are the responsibility of the contractor.
Q. Can you clarify why the Azalea Drive Watermain Replacement Project plans are included? It looks like a Traffic Control Plan was submitted and approved by the City for both the Azalea and Myoak project but the work hours differ from those in the specs.
A. Work on Azalea Drive is not included in this project. The permit and traffic control plan have been removed from contract documents.
Q. Can you clarify that EWEB is doing the Construction Staking for the project but the Contractor performs the As-Built survey.
A. As stated in Section 800 Supplemental Conditions, the contractor is responsible for providing construction staking and preparing the as-built survey.
Q. In the specs there is a note that the Contractor will provide 3rd Party testing report stating the locate wire is continuously traceable. Do you know of any companies that does this type of work?
A. A report from a private locating company that the tracer wire is continuously traceable is generally considered sufficient.
Q. Is there a Erosion and Sediment Control Plan that EWEB submitted to the City for this project?
A. No. There is no city erosion control permitting required for this project. However, the contractor is responsible for submitting the Erosion and Sediment Control Plan to EWEB for approval, as required in Section 1560 1.05A, that meets the erosion control requirements of the contract as well as any applicable federal, state, and local regulations.
Q. Because the work for this project is happening at night, will the Owner’s testing lab be available each night to test?
A. This project will not include night construction work so the lab will be open to schedule testing.
Q. Can EWEB tell us the thickness of the asphalt on River Road and the asphalt thickness on Myoak?
A. The exact thicknesses are unknown but it is estimated the majority of Myoak will be less than 6” thick and river road is generally in excess of 12” thick in this vicinity
Q. Drawing C1 of the Myoak Waterline Replacement project has a construction note #8 that references drawing WC50 but that drawing is for Blow Off Assemblies. Is there another drawing that we should be looking for regarding the hydrant?
A. The standard drawing for fire hydrants is WC80.
Q. Bid Item #13 is for a 5” thick AC Driveway Repair. How is this different from the temp asphalt and permanent asphalt bid items?
A. Bid Item #13 in Section 00400 – Bid Form is revised to: 5-inch Thick Concrete Driveway Repair, per the attached Section 00400- Bid Form – Revision 1
Description of Change(s)
1. Replace drawing package 41731 in its entirety with the attached drawing packet.
2. Remove Item No.2 - City of Eugene ROW Permit listed under Section 1000. City permitting will not be required for the Myoak Dr and River Road Water Main Replacement work.
3. Replace Section 00400 – Bid Form in its entirety with the attached Section 00400 – Bid Form – Revision 1
CLOSING DATE AND TIME
Remains unchanged.
This addendum constitutes a MATERIAL CHANGE to the bid. ITS RECEIPT BY THE BIDDER IS TO BE ACKNOWLEDGED BY A SIGNATURE AND RETURNING A COPY OF THE ADDENDUM WITH ITS RESPONSE OR BY CIRCLING THE ADDENDUM
