About this file
This is an Invitation to Bid (ITB) issued by the Alaska Department of Transportation and Public Facilities, Division of Program Management and Administration, for rural airport maintenance services at Rampart Airport in the Matanuska-Susitna Borough. The procurement seeks a contractor to provide comprehensive winter maintenance services on a seven-day-per-week basis from October 1 through April 30 annually, encompassing snow removal operations, equipment maintenance, daily inspections, lighting system operations, runway and taxiway management, building maintenance support, and trash removal for State-owned equipment, buildings, and roadways. The contractor must employ personnel with heavy equipment operation experience and preferably aviation background, with all personnel required to pass verbal and operational tests prior to equipment operation. Bids must be submitted by 10:00 AM Alaska Time on June 15, 2026, with contract award anticipated for June 26, 2026. Prospective bidders are encouraged to conduct site inspections by contacting Frances Law at 907-451-5205. The initial contract term runs from October 1, 2026, through April 30, 2027, with four optional one-year renewal periods available at the State's discretion.
The contract is structured as a Firm Fixed Price agreement with a budget of $60,000 per service period, with any bids exceeding this amount deemed non-responsive. Prices remain firm through October 1, 2027, after which either party may request price adjustments no more frequently than once per contract year based on the Consumer Price Index (CPI-U) for All Urban Consumers in Urban Alaska. The State offers multiple preference programs including a five percent Alaska Bidder Preference, five percent Alaska Veteran Preference (capped at $5,000), two percent Alaska Military Skills Program Preference (capped at $5,000), 15 percent Employment Program Preference, and ten percent Alaskans with Disabilities Preference. The contractor must maintain Workers' Compensation Insurance, Commercial General Liability Insurance with a minimum of $300,000 combined single limit per occurrence, and Commercial Automobile Liability Insurance with equivalent coverage. Questions should be directed to Procurement Officer Sarah Conlon at sarah.conlon@alaska.gov or 907-451-2222. The State reserves the right to remove any worker deemed incompetent, insubordinate, or objectionable, and may refuse award based on the bidder's historical performance.
