About this file

This is Amendment Number Four to an Invitation to Bid (ITB 2526H274) issued by the State of Alaska Department of Transportation and Public Facilities for rural airport maintenance services at Rampart Airport. The procurement seeks a contractor to provide comprehensive winter maintenance services on a seven-day-per-week basis from October 1 through April 30 annually, including snow removal operations, equipment maintenance, daily inspections, lighting system operations, runway and taxiway management, building maintenance support, and trash removal. The original bid deadline of June 15, 2026, has been extended multiple times through four successive amendments, with the current deadline established at 10:00 AM Alaska Time on September 8, 2026. Prospective bidders are encouraged to conduct site inspections by contacting Frances Law at 907-451-5205, and questions should be directed to Procurement Officer Sarah Conlon at sarah.conlon@alaska.gov or 907-451-2222. The initial contract term extends from October 1, 2026, through April 30, 2027, with four optional one-year renewal periods available at the State's discretion. Amendment Four was issued on August 4, 2026, and is not a mandatory return amendment.

The contract is structured as a Firm Fixed Price agreement with a budget of $60,000 per service period, with any bids exceeding this amount deemed non-responsive. Prices remain firm through October 1, 2027, after which either party may request price adjustments no more frequently than once per contract year based on the Consumer Price Index for All Urban Consumers in Urban Alaska. The State offers multiple bidder preference programs including five percent for Alaska Bidders, five percent for Alaska Veterans (not to exceed $5,000), two percent for Alaska Military Skills Program participants (not to exceed $5,000), 15 percent for Employment Program participants, and ten percent for Alaskans with Disabilities. Contractors must maintain Workers' Compensation Insurance, Commercial General Liability Insurance with a minimum of $300,000 combined single limit per occurrence, and Commercial Automobile Liability Insurance with equivalent coverage. Personnel must possess capabilities and experience in heavy equipment operation with successful completion of verbal and operational tests prior to operating equipment. The State reserves the right to remove any worker deemed incompetent, insubordinate, or objectionable, and may refuse award based on bidder historical performance.
