About this file
This document is Addendum 1 to Invitation to Bid (ITB) 24B-005 for the Pitt and Williford Springs Boardwalk Replacement project, issued by the Northwest Florida Water Management District. The addendum extends the deadline for submitting bids and opening sealed bids to Monday, August 5, 2024, at 2:00 P.M. ET. It also provides answers to questions received during the inquiry period, addressing topics such as pile embedment, dewatering, water source for concrete mixing, fastener materials, handrail details, and potential design changes.
The project involves the replacement of boardwalks at Pitt and Williford Springs. The addendum clarifies that the contractor will be required to follow the current design specifications, which include the use of concrete collars around the piles. It also confirms the use of hot-dipped galvanized hardware, the preference for aluminum handrails, and the District's decision not to consider design plan changes at this time.

Project Title: Pitt and Williford Springs Boardwalk Replacement Project
NEW Deadline for Submission of Bids and the Opening of Sealed Bids is Monday, August 5, 2024, 2:00
P.M. ET.
This ADDENDUM NO. 1 is issued for Pitt and Williford Springs Boardwalk Replacement Project for ITB 24B-005 to extend the deadline for the submission of bids and the opening of sealed bids, and to provide answers to questions received during the inquiry period. Listed below is the new deadline for the submission of bids and the opening of sealed bids, as well as the questions and answers.
The New Deadline for the Submission of Bids and the Opening of Sealed Bids is Monday, August 5, 2024, 2:00 P.M. ET.
Question 1. Can you provide an option to auger/jet/vibrate/drive pile (to deeper embedment if required) in lieu of pouring concrete collars? We believe this will provide significant cost savings and also a superior product.
Answer: The contractor will be required to follow the current design specification as outlined in the plans which require concrete collars around the piles.
Question 2: If embedment in concrete is required, we expect the hole to fill with groundwater. Will dewatering be required or can we pour concrete into the water-filled hole.
Answer: Embedment in concrete will be required. Where applicable, the District will allow pouring of concrete in water-filled hole.
Question 3: Will a water source be provided for mixing concrete or jetting pile?
Answer: The Contractor will be responsible for obtaining a water source for the mixing of the concrete.

Question 4: Please provide the material and finish (galvanized, stainless, etc.) for the “3” exterior grade screws” used for the vertical blocking, stringer splices, and railing.
Answer: For the Pitt Springs Boardwalk Replacement Project, please refer to page H.S. 17 (note 8). For the Williford Spring Boardwalk Replacement Project, please refer to page H.S. 38, (note 11).
Question 5: Please provide a fastening detail for the two top rails and composite cap rail to the 4”x6” and 2”x6” posts.
Answer: For both project locations, in reference to the two top rails that connect to the 4”x6” and 2”x6” posts, please refer to the cross section drawing on page H.S.01. These cross sections include a note for the use of (3) Exterior Grade Screws (TYP) for each connection. For the Composite rail cap, attach the cap to these two rails and posts using a minimum of 3 screws per 2 linear feet (TYP).
Question 6: It appears that all machine bolts and hardware is HDG except for the nut and washer attaching the handrail brackets. Please verify material and finish of all machine bolts.
Answer: The District is willing to accept Hot Dipped Galvanized (HDG) for all machine bolts, nuts and washers where specified, including the nut and washer attaching the handrail brackets.
Question 7: Detail 1, sheet HS.04: Are we to demolish the existing concrete ledger and install new?
Answer: No, the existing concrete ledger(s), where in place, are to remain.
Question 8: Please confirm handrail material. Sheet HS.01 states handrail is thermoplastic.
Answer: For the Pitt Spring Project, Sheet H.S.01 specifies the Use of Structural Thermoplastic Railing By Avcon, or Aluminum Tubing as an approved equal (see specifications). The Specifications on Page H.S.17 provide details for both products. The District is willing to accept either product specified for Pitt Springs but would prefer the aluminum alternate specified. The Williford Spring Project specifies aluminum tube handrail on sheet H.S.01 as well as the specifications on page H.S.38. Please also refer to Attachment A, Scope of Work for the specific aluminum grade to be utilized.

Question 9: Can the chamfers of the 2”x10” beams and 2”x6” vertical rail be eliminated as a cost saving opportunity?
Answer: The District does not wish to consider design plan changes at this time.
Question 10: Can the 2”x10” beams be 8’ long instead of 7’, 7’-5” as a cost saving opportunity?
Answer: The District does not wish to consider design plan changes at this time.
Question 11: Please clarify the KDHT requirement. My supplier tells me that there is no KDHT process, but there are separate kiln drying (KD) and heat treatment (HT) processes. Heat treatment is heating the lumber to kill mold and insects.
Kiln drying is effectively the same process, but the lumber remains in the kiln until internal water content is reduced to <19%. The lumber is then pressure treated with preservative. My supplier tells me that this kiln drying process is standard for all dimensional lumber, treated or not. This is not to be confused with kiln drying after treatment (KDAT), which is an additional kiln drying process after the lumber has been pressure treated.
Answer: For the Pitt Springs Project, please refer to the “Changes to the Econfina Springs Construction Documents” section of Attachment A - Scope of Work (Sheet HS.17 Note 1) for the specified treatment and moisture content. For the Williford Spring Project, please refer to the “Changes to the Williford Springs Complex Plans” section of Attachment A – Scope of Work (sheet HS38 Note 1) for the specified treatment and moisture content. For clarification, the District wishes to specify standard dimensional lumber that has been heat treated (HT) to kill mold and insects as well as Kiln Dried (KD) to reduce moisture content to <19%, prior to pressure treatment with preservative. The District will not accept lumber which has been Kiln Dried or Heat Treated after Preservative Treatment has been applied (KDAT).
Question 12: Please confirm that the bench is to be constructed per sheet HS.04.03 and is not a purchased product as shown on sheet HS.18 note #21.
Answer: The bench is to be constructed per sheet H.S.04.03. Sheet HS.18, Note #21 refers to a bench for portions of the project which are not included in this ITB.
Question 13: Please confirm that the contractor will not incur extra cost should existing site topography prevent ramp slope from adhering to ADA standards.
Answer: The District is requiring the Contractor to construct all boardwalks to meet ADA requirements, per the design drawings and specifications. During the pre-bid meeting at Williford Spring, there was a separate discussion regarding the construction of the ADA Ramp, which must be constructed utilizing two existing elevations (between the existing boardwalk elevation where the ramp begins and the Williford Spring paver deck platform where the ramp terminates).
Following the mandatory pre-bid meeting the District measured the rise and run of
ITB 24B-005 Pitt and Williford Springs Boardwalk Replacement- Addendum 1 Page 4 of 4 this existing ADA accessible ramp and is confident that ADA slope requirements of 1:12 or less can be utilized to construct the boardwalk and meet both elevations.
Should the contractor clearly demonstrate that this is not possible using a transit level, the District will work with the contractor to negotiate a change order for additional time and materials in order to meet ADA requirements.
Question 14: Will you post the mandatory pre-bid meeting sign-in sheet(s).
Answer: Yes. The Mandatory pre-bid meeting sign in sheets are attached below.
