About this file
This document is Addendum #2 for Invitation to Bid (ITB) #240005783-1 issued by the Alaska Department of Corrections for a Lead Abatement project at the Hiland Mountain Correctional Center (HMCC) in Eagle River, Alaska. The addendum, dated May 16, 2025, addresses vendor questions and provides clarifications for the bid, including confirmation that the dirt field area south of the firing range can be used for staging equipment and materials. The new ITB deadline is set for May 28, 2025, at 2:00 p.m. local time, and vendors are instructed to assume 9 concrete firing ranges for costing purposes, despite a previous document listing 8 lanes.
The addendum clarifies that if soil testing reveals contamination in Decision Units 1 and 2, any required excavation will be in addition to the original project scope, with the extent of soil removal dependent on test results. The document emphasizes that this addendum is considered part of the original Invitation to Bid and should be acknowledged in vendor quotes. The addendum is signed by Michael Lim, Procurement Manager, and copied to two Facilities Managers from the Department of Corrections, providing a direct point of contact for potential bidders seeking additional information about the lead abatement project.

Addendum # Two (2)
The Department of Corrections is issuing this addendum to the Invitation to Bid (ITB) for the above project. In case of conflicts between this addendum and previously issued documents, this addendum shall take precedence.
The following are questions from interested parties and the department’s response.
Q: Per the site visit, can we use the dirt field area to the south of the firing range for the staging equipment and materials?
DOC Response: Yes.
Q: When the concrete in Decision Units 1 and 2 are lifted for soil testing, if the soil tests hot, will the soil in those areas need to be removed in its entirety, like in Decision Unit 3, down to 4” or more?
DOC Response: If excavation is required, it will be in addition to the original scope. The amount of soil excavated will be dependent upon the results of the testing.
Q: Where is an acceptable area to stage the concrete for testing?
DOC Response: Dirt field area to the south of the firing range.
Q: The Invitation to Bid form, page 116 of 134, says there are 8 concrete firings lanes, but in the detailed site plan picture of Addendum #1, I’m counting 9 lanes of concrete, please confirm which is correct.
DOC Response: For costing, assume there are 9 concrete firing ranges.
This addendum is considered part of the Invitation to Bid (ITB) and is to be acknowledged on your quote.
Please contact me if you have any questions.
Sincerely, Michael Lim Procurement Manager cc: John Gard, Facilities Manager I, DOC Clif Reagle, Facilities Manager II, DOC
