About this file
The document is an Invitation to Bid (ITB) issued by the Salem Area Mass Transit District (SAMTD) for Tires and Related Services. The ITB requests bids from qualified contractors to provide tires for SAMTD's fleet. SAMTD anticipates awarding a 5-year contract. The ITB includes bid forms and various certifications that must be submitted by the bid due date. Bidders must acknowledge any issued addenda and provide relevant references, as well as disclose any past litigation, contract terminations, or defaults. The ITB also requires bidders to provide a list of any subcontractors and document their good faith efforts to utilize Disadvantaged Business Enterprises (DBEs) and Small Business Enterprises (SBEs).
The ITB includes a Bid Price Form that must be submitted as a separate Excel file. The contract will be awarded to the responsive and responsible bidder submitting the lowest overall price. SAMTD does not appear to have any set-asides or preferences for specific business classifications. Funding for the contract will come from state and local sources.
