About this file

This document is a Question and Answer (Q&A) related to Invitation to Bid (ITB) 23-24-61 for envelopes issued by the State of Florida. The ITB seeks to secure competitive bids from qualified vendors to provide envelopes specified in the solicitation to enable the Department to perform its daily operations. Bidders may bid on some or all envelope categories, and the Department intends to award a contract or contracts to one or more vendors. The solicitation covers standard and custom size envelopes, including commercial, catalog, and booklet styles, both printed and non-printed, that can be shipped to 44 service centers throughout Florida and the continental U.S.

The Q&A document addresses questions related to delivery locations, pricing adjustment language, and the award calculation methodology. The Department states that orders are typically fulfilled from Tallahassee, but there may be exceptions for shipping to the four out-of-state service centers. The Department also provided guidance on the pricing adjustment language and the award calculation weight factors, directing bidders to review the information in Addendum 2 on the Vendor Information Portal.

(Solicitation Page Number and Paragraph)

DEPARTMENT's RESPONSE/ANSWER

In section 3.2 under Delivery on page 11, there is mention of 44 service centers that may place orders for envelopes. Out of these, there are 4 centers mentioned that are located outside of Florida that we have never shipped to since we have managed this contract. I do not have addresses for these locations and need to know how we would handle any orders that would come from these. Page 11 Section 3.2

It is rare that we would ever have a vendor ship to these locations. Most of the CSP and GTA orders are fulfilled out of Tallahassee. That is not to say that there might be an exception from time to time.

We would like to use the alternative language: “The Department acknowledges that all prices quoted by Contractor are subject to current labor, manufacturing, transportation, fuel and material cost, and are subject to increase or decrease in the event of changes in the cost of labor, manufacturing, transportation, fuel and materials, including, but not limited to cost of postage, energy, transportation, freight and/or handling charges and raw material prices including, without limitation ink, window film, adhesive and paper prices. Contractor shall inform the Department of such change (increase or decrease) in the price of goods, transportation, materials, products, deliverable or services and provide supporting raw material supplier documentation, as may be applicable. The pricing adjustment for increases or decreases will be effective thirty (30) days after the date of written notice by Contractor to the Department and any such change shall apply to all shipments on or after the effective date of the price Page 26 Section 7.12 See Addendum 2 on the Vendor Information Portal

Starting on page 70, regarding Award Calculation for Category I- VI and optional pricing, there is mention of a weight factor that needs to be multiplied to the unit cost to get weighted cost. We can not find how to determine the weight factor for these items for this calculation. Can you help us understand how the weight factor is calculated.
